The force behind the armed forces, DE&S is a highly specialised part of the Ministry of Defence. We ensure our UK military customers – the Royal Navy, the British Army and the Royal Air Force – have the equipment and support they need to carry out their duties effectively. We employ over 12,000 talented civil servants, military personnel and private contractors across more than 150 locations around the world operating with a budget of £178 billion over the next 10 years.
The Submarine Delivery Agency (SDA), was formed in April 2017 and assumed status as an Executive Agency of the Ministry of Defence in April 2018 and will employ 1,200 highly qualified professionals. As a standalone entity within the MOD, the SDA has been created as a high-performing organisation, bringing together existing expertise with heightened managerial, commercial and procurement capability to ensure the excellence and cost-efficient delivery of the UK’s nuclear submarine assets for decades to come.

Corporate Services offers a challenging and stimulating variety of work in both delivery and support teams. The function utilises the expertise of eight specialisms that collectively enable the operational day-to-day running of the business to ensure DE&S and SDA delivers its objectives and maintains compliance with the requirements of being part of a Department of State. We cover: Business Support; Comms, Media & Marketing; Infrastructure & Estate Management; Policy Profession; Sales & Disposals; Occupational Health, Safety & Environment; Quality Management; and Security.

The primary role of the Occupational Health, Safety and Environment (OHSE) Function is to encourage and enable all staff to understand, and take responsibility for, safety and environmental protection. In doing so, the function is key in enhancing organisational and personal values, behaviours, actions and workplace culture.

Our OHSE function keeps DE&S in line with all applicable legislation and promotes responsibility for safety and environmental protection.

The OHSE Function promotes training and best practices, and intervenes decisively to prevent unsafe and undesirable actions. In addition the function owns the policy and processes to ensure standardised approaches and appropriate regulatory compliance.

Responsibilities

You will be responsbile for:
• Strategically setting the corporate direction of audit and assurance
• Leading the Aduit and Assurance team to ensure effective delivery of assurance commitments and prioritisation of various work streams
• Facilitate and oversee the delivery of corporate audit and assurance activities
• Ensuring the continued development of the OHSE risk management framework, identifying and informing the risk profile of the Organisation
• Championing continuous improvement by identifying non-conformities, areas of risk and opportunities; ensuring that this information informs the development of the SEMS
• Continued development of robust OHSE performance measurements and methods of trend analysis
• Working with a range of internal and external stakeholders to represent interests of CESO and DE&S, able to challenge areas of non-conformance and promote corrective action implementation
• Play an active role in the CESO CoE Management Team; contributing to strategic direction of the CoE and supporting with ad-hoc activities

What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• In depth relevant work experience across a similar role
• NEBOSH Health and Safety Diploma or equivalent OHSE Level 5/6 qualification
• Proven experience of leading a team

It would benefit your application should be able to demonstrate the following desirable criteria:
• Hold or attain within 12 months of appointment employment Practitioner/Graduate membership of a relevant professional organisation
• A relevant Lead Auditor qualification
