Job Description


As a member of the Global Monitoring & Evaluation (M&E) Team, the M&E Specialist supports country offices in Africa, Asia, Latin American and the Caribbean with technical M&E expertise. Based in the Orbis’s NY Headquarters, they will travel globally to support monitoring and evaluation of Orbis projects and approaches. The M&E Specialist will provide Global M&E with country-specific learnings and insights to continuously improve M&E methods, strategies and interventions.

The M&E Specialist plays a key role in performing evidence-informed analysis, strategic planning of setting up project M&E frameworks, global monitoring and reporting, and learning. Aligning project frameworks to the global M&E framework, the M&E Specialist will develop indicators to measure project success and impact. They will set data-driven targets and conduct/oversee special assessments, such as Rapid Data Integrity Assessments and supporting research.

The M&E Specialist also plays a key role in project data collection and reporting to ensure implementation of clear M&E processes and collection of high-quality data. They ensure the integrity and quality of quantitative data systems and test innovative methods to capture qualitative data to present a full story of impact.


The Monitoring & Evaluation Specialist will report to the global Director of Monitoring and Evaluation and will participate in the Orbis Global M&E Working Group.


Coordinate country-specific operations with Global M&E processes by drafting Concept Notes; leading the build of new projects’ logic frameworks; and working on M&E project proposal with objectives, outcomes, indicators, and means of verification.
Provide M&E technical support by developing data collection tools; updating existing data collection tools as-needed
Work with country Project Managers to train partners in M&E and implementation of M&E procedures; conducting baseline data collection on new projects; leading data-driven target-setting process; conducting/overseeing special assessments; and recording project operational and M&E processes, using Orbis project-management software and offline tools.
Liaise with global M&E Associate and country program staff to troubleshoot project management software configurations.
Attend quarterly Global M&E meetings and engage in M&E group chats.
Support third-party project evaluations by attending mid-term and final evaluations, providing context, and writing English executive summaries of evaluation reports
Conduct evaluations of key Orbis technical approaches, e.g. training approaches.
Skilled in descriptive and multivariate statistical analysis (descriptive statics, ANOVA, multivariate regression)
Proficient in the use data analysis and dashboard software (e.g. SPSS, PowerBI, Tableau, ArcGIS)
Some knowledge of the eye health care sector
A pertinent second language (e.g. Spanish, Mandarin)
Provide M&E capacity development (mentorship, training) to Orbis M&E staff and program managers/coordinators
Assist with the preparation of global results dashboards
Stay apprised of international developments in M&E relevant to our work and share that knowledge with the organization
Represent Orbis at professional meetings as relevant and required
