The Challenge​​​​​​​
We are a Manager of Finance and Grants to serve as the NCDOT Aviation division’s Chief Financial Officer overseeing all aspects of the Division’s financial activities.
 
In this role you will:
    • Develop and manage NCDOT Aviation’s annual program and administrative budgets.
    • Optimize our cash flow for the state and federal grants program.
    • Develop and enforce policies and internal guidance related to the Division’s business program.
    • Optimize financial processes and workflow.
    • Oversee procurement of goods and services.
    • Monitor internal and external compliance with financial regulations.
    • Manage and supervise our Finance and Grants team.
    • Plan for future funding and procurement.
    • Research and analyze financial and policy data for key Division decision-making.
    • Provide training and communication.
    • Lead financial reporting.
    • Respond to public inquiries.
In addition, you will get to:
    • Meet and correspond with local and county government officials including airport managers, planners, town managers, elected officials, Board of Transportation members, NCDOT, and Federal Aviation Administration staff concerning the financial aspects of Aviation division programs.
    • Work with the Deputy Director/Manager of Airport Development to coordinate the selection and delivery of projects and the creation and implementation of programs and processes to efficiently connect federal and state funding with project opportunities while ensuring all grant requirements are met.
    • Be the primary contact with the FAA Airports District Office staff for all financial matters.
    • Recommend and allocate resources to achieve Division and Section goals.
    • Secure and oversee consultant contracts to augment staff and deliver special projects within the Finance Program and Division.
    • Interview and make recommendations for hiring.
    • Monitor project, Section, and Division budgets via automated reports and manual queries using our SAP system.
    • Develop an operating budget for the Finance and Grants Section.
    • Present financial information to the Director and Management Team.
    • Make decisions on escalated financial issues.
    • Confer with the Director and Management Team for resolution of higher level issues.
    • Guide, develop, and implement policies and procedures for efficient and expeditious financial workflows, training for Division staff, airport owners, and consultants.
    • Ensure excellent customer service.
    • Regularly engage stakeholders for feedback to improve processes.
    • Communicate regularly and effectively on behalf of the Division with all stakeholders.
What You Bring
    • Experience leading financial management responsibilities in an organization primarily funded by a variety of dynamic and multidimensional funding sources (e.g., multiple contracts and grants, receipts, etc.).  
    • Knowledge of accounting and budgeting practices and the ability to submit operating budgets and prepare project/capital expense requests.
    • Budget analysis and forecasting experience in a financial environment with varied resources.
    • Knowledge of operational and policy information related to a Grants Administration program area.
    • Computer skills using online databases (e.g, SAP) and Microsoft Excel to generate customized financial reports  relevant to an organization’s operation and performance.
 
Note
    •  Your work will be reviewed by the Director on a limited basis, as it is scheduled and performed with considerable independence.
Education & Experience
    • Bachelors Degree in accounting, business, finance, or a related discipline, and
    • 3+ years of relevant experience; and
    • 2+ years supervisory experience; or
    • An equivalent combination of education and experience.
