SUMMARY OF RESPONSIBILITIES
Located just outside of Seattle, WA, Lake Washington Institute of Technology (LWTech) was founded in 1949, and is the only public institute of technology in Washington State, that provides students with the latest cutting edge skills relevant to today’s workplace. LWTech offers ten applied bachelor’s degrees, more than 40 associate degrees and 93 professional certificates, in 43 areas of study, including STEM-focused programs in Science, Technology, Engineering, and Math. LWTech serves the Eastside and is located within the city of Kirkland, which is situated on the eastern shore of Lake Washington. Summary of Responsibilities
The Manager of Capital Projects supports the process of planning, design, bidding, construction, acceptance, budget tracking, warranty follow-up, and record keeping for capital construction projects as well as supporting facilities improvements, maintenance and repair activities, and special projects throughout the college. Serves as the “Energy Manager” in respect to the Washington State Clean Building Act. The manager will prepare space utilization and project reports to inform Director of Facilities and campus communities regarding the need for facility replacement, renovation, or repairs and to support related decisions. This position reports to the Director of Facilities and President of LWTech.

This is a full-time, temporary position lasting 2 years. If funding is available, the position can be extended until capital projects are complete. Priority review of applicants will be given to those who apply on or before April 10th.

ESSENTIAL FUNCTIONS
Administration:

• Serve as liaison with EAS division of DES, consultants, contractors and college departments and staff during construction projects and planning.
• Manage permanent building records and electronic drawings for all campus buildings. Oversee conversion of drawings to CADD and/or Blender
• Respond to contract, consultant, and regulatory agency correspondence; review and respond to delay claims.
• Manage campus construction standards
• Provide guidance and input for college facilities master planning and capital development strategic planning.
• Ensure college and department compliance with all applicable statutes, regulations, internal controls, and policies and procedures pertaining to capital projects.
• Reviews and approves for payment all capital invoices.
• Tracks capital budget, updated milestones/timeline in State Board for Community and Technical Colleges software, assists with preparation and submission of college capital budget.
• Approves and negotiates change orders between contractors, DES and the College.
• Assist department management with hiring consultants to perform various tests, inspections and surveys.
• Update and maintain building and room system of record (FAE/Directline)

Project Management:

• Responsive for limited public works procedures, preparing general conditions, bidding processes and associated documentation.
• Amend construction contracts within delegated authority.
• Coordinate the construction commissioning process including equipment start up and testing, optimizing, obtaining O+M manuals, and identify equipment with special requirements, respond to problems during warranty period and conduct one year warranty inspection.
• Provide direction to consultants, contractors and other parties conducting capital work for the college.
• Assemble and provide site, utility and as built documentation to project consultants.

Management:

• Manage the capital construction program including monitoring the day to day operations of the general contractor, subcontractors and providing progress reports and photographic history of the work.
• Manage space planning activities and move management planning as needed for projects.
• Collaborate with Facilities Department to coordinate construction and maintenance activities.
• Conduct building inspections and data collecting to determine necessary repairs and project costs.
• Manage the development and coordination of processes needed to implement the Washington State Clean Building Act.
• Monitor and provide reports to Facilities Director on energy expenditure and usage.

QUALIFICATIONS

• Work experience managing capital projects and internal facility initiatives/projects and an associate’s degree in Architecture, Engineering, Construction Management or another closely related field from an accredited institution.

an equivalent mix of education and experience that demonstrates the candidate meets all the following competency requirements for this position.
• Experience in construction management or equivalent.
• Knowledge of construction project budget administration.
• Knowledge of building construction materials, methods, practices, building codes and ability to read and interpret plans and specifications.
• Ability to manage multiple complex projects and maintain working relations with staff, outside consultants and agencies…
• Ability to use AutoCAD software in order to maintain and update architectural/construction records.
• Ability to use computer software related to an office environment.
• Excellent communications skills both orally and in writing.
• Strong collaborative and dispute resolution skills.
• Identify, analyze, source and prepare information for purchasing facilities related materials.
• The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, community and technical college system.
• A demonstrated understanding and value for the contributions that a diverse workforce can make to the success of the organization and the students we serve.
• Ability to work with minimal supervision.
• Acceptance of the responsibility to promote the welfare and best interests of students at all times.
• A demonstrable understanding and acceptance of the mission, values, goals and objectives of LWTech.

Desired Qualifications:

• Project Management Certification
• Knowledge of the Washington state process for capital improvements.

Compensation & Work Schedule
Salary is $7,292 per month. This is a full-time, position. Work schedule will be dependent on project requirements and needs. This is an exempt position and employment is at-will.

• Ability to perform range of physical motions; lifting and carrying; standing, walking, sitting for long periods of time, kneeling, squatting, and stooping; and traversing up and down stairs
• Possibility of crawling, kneeling and climbing on construction sites as required
• Work is performed both inside and outside, exposing the worker to a variety of weather conditions
• Exposure to high noise levels and a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, and exposure to high heat or chemicals is required
