Full-Time Management Analyst

Job Description

This is a mid-level professional position located in the Public Works Department with primary responsibilities that include assisting with the management of the Capital Improvement Program, analyzing and assisting in the development of annual operating budgets, coordinating the departmental strategic plan, and assisting with the administration of Utility related grants.


The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Capital Improvement Program (CIP) Management Assistance (20%): Assist with the development of the annual CIP. Develop, organize and maintain CIP files. Manage and update long range CIP plan to assist in long range Utility Rate Analysis. Assist with preparing bid documents and obtaining quotations for projects.
• Analyze Operating Budgets and Assist with Budget Development (15%): Analyze historical operating budget usage by account and assist in developing annual operating budget. Participate in regular budget review meetings. Assist in annual budget presentations to City Manager and Finance Director.
• Analyze, Develop, and Maintain Departmental Policies and Procedures (15%): Analyze existing departmental policies and procedures. Research policies and procedures from similar communities. Update existing policies and procedures, make recommendations and assist in the development of new policies and procedures. Maintain policies and procedures.
• Manage and Coordinate Departmental Strategic Planning (15%): Participate in departmental strategic plan goal setting meetings. Coordinate with departmental supervisors and managers to keep informed of progress on strategic plan goals. Update departmental goals and coordinate with Human Resources to ensure goals are reported accurately. Assist in presentations relating to departmental goals.
• Analyze Departmental Data, Prepare Reports and Administer Grants (15%): Analyze and maintain pertinent departmental records and assist in the preparation of various internal and external reports, including Wisconsin Department of Natural Resources reports. Administer grants awarded to the City’s Utility Divisions.
• Special Project Analysis (10%): Compile and analyze data relating to assigned projects. Provide recommendations for implementation to improve departmental functions related to the assigned projects.
• Assist with Departmental Administrative Duties (10%): Serve as a primary contact for preparing purchasing requisitions, requests for check, purchasing card processing and administering invoice payment processes. Coordinate with management staff to administer the payroll process. Assist staff in the preparation of Trip/Travel Requests and Travel Expense reports. Prepare various departmental correspondence.
• Perform other duties as assigned.


Education and Experience:
• Master’s Degree in Public Administration or closely related field.
• Two or more years of professional experience in public administration or completion of City of Oshkosh Management Assistant program.
• Valid Driver’s License.

Necessary Knowledge, Skills, and Abilities:
• Establish and maintain effective working relationships and collaborate with city employees and the public through both oral and written communications.
• Gather and analyze data, present recommendations to leaders and implement related strategies.
• Serve a substantive role in coordinating, facilitating and managing priority projects that require the involvement of multiple divisions within the Department of Public Works.
• Possess the ability to maintain confidentiality.
• Possess excellent interpersonal skills, be team oriented and be able to establish and maintain effective working relationships with co-workers, other city employees and the public.
• Meet deadlines, manage multiple priorities and effectively resolve challenging interpersonal relations.
• Bring fresh perspective to the organization regarding public administration and public policy, and offer unique outside perspectives and experiences to the organization.
• Provide enthusiasm and focused energy to important high priority projects.
