Full-Time Management Analyst – Budget

Job Description

This is a mid-level professional position located in the Finance Department with primary responsibilities that include assisting the Finance Director in the operations of the Finance Department. Specific tasks may include the development, preparation and administration of the annual operating budget and capital budgets, as well as performing duties involved in the research, analysis and development of financial forecasting tools.


The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Analyze Operating Budgets and Assist with Budget Development (25%): Assist in distribution, compilation, review and preparation of annual budget process. Analyze historical operating budget usage by account and assist in developing annual operating budget. Participate in regular budget review meetings. Assist in annual budget presentations to City Manager and Finance Director.
• Analyze, Develop, and Maintain Departmental Policies and Procedures (20%): Review and analyze existing departmental and finance policies and procedures. Make recommendations and assist in the updating of current or development of new policies and procedures. Maintain policies and procedures.
• Manage and Coordinate Departmental Strategic Planning (15%): Participate in departmental strategic plan goal setting meetings. Coordinate with departmental supervisors and managers to keep informed of progress on strategic plan goals. Update departmental goals and coordinate with Human Resources to ensure goals are reported accurately. Assist in presentations relating to departmental goals.
• Common Council and Committees (15%): Prepare reports for the Long Range Finance Committee (LRFC) and Common Council and present these materials at meetings.
• Special Project Analysis (15%): Work independently to compile and analyze data relating to assigned projects. Provide recommendations for implementation to improve departmental functions related to the assigned projects.
• Assist with Departmental Administrative Duties (10%): Perform general administrative and clerical duties to include: answering phone, maintaining department files, updating Intranet page, ordering supplies and assisting internal and external customers. Prepare and review various departmental correspondence.
• Perform other duties as assigned.


Education and Experience:
• Master’s Degree in Economics, Finance Accounting, Public Administration or a closely related field.
• Two or more years of related professional experience or completion of City of Oshkosh Management Assistant program.
• Valid Driver’s License.

Necessary Knowledge, Skills, and Abilities:
• Establish and maintain effective working relationships and collaborate with city employees and the public through both oral and written communications.
• Gather and analyze data, present recommendations to leaders and implement related strategies.
• Serve a substantive role in coordinating, facilitating and managing priority projects that require the involvement of multiple departments with special emphasis on process improvement related to financial matters.
• Possess a high level of familiarity with governmental finance and an understanding of the operations of municipal government.
• Possess the ability to maintain confidentiality.
• Possess excellent interpersonal skills, be team oriented and be able to establish and maintain effective working relationships with co-workers, other city employees and the public.
• Meet deadlines, manage multiple priorities and effectively resolve challenging interpersonal relations.
• Bring fresh perspective to the organization regarding public administration and public policy, and offer unique outside perspectives and experiences to the organization.
• Provide enthusiasm and focused energy to important high priority projects.

Standard office machines and equipment such as: personal computers, printers, telephone, fax machine, calculator, copier, ERP and MS Office Suite software.

The employee is occasionally required to walk; use hands to finger or handle objects or operate tools and controls; and to reach with hands or arms.
