THE TEAM

The Strategic Investments Office (SIO) is a division within Information Technology, reporting directly to the Chief Information Officer. The SIO encompasses IT Business Integration, Project Management, Business Alignment, Strategic Resources, and Testing & Quality Assurance. The SIO builds better capabilities to plan, resource and execute high-value and time-sensitive technology investments. The office aligns technology with customer needs by delivering the agency’s highest priority IT investments.

The Business Integration Office (BIO)  within SIO is charged with designing, managing, and monitoring IT service processes and looking for ways to improve the flow of work through IT, and better align IT services with the needs of business.

THE ROLE

As an IT Management Analyst 4, you will participate in the development of business cases and strategic and tactical planning efforts in support of our business partners. The role is required to lead many stakeholder conversations and be a change agent for new processes. In this role, you will ensure that IT services provided deliver the value expected by the customer.

Due to the COVID-19 pandemic, telework is expected for most positions, including this one. As L&I begins to allow for staff re-entry into the workforce, the incumbent of this position may be expected to report to an L&I facility or field office (duty station) for work activities. At that time, discussions about this position may be eligible for continued telework in accordance with L&I’s telework policy. Telework is dependent upon business needs and supervisor approval. When asked to work in the office, the duty station for this position is: Tumwater, Washington.

 

Duties

Some of what you’ll do:

  • Analyze and evaluate IT service management processes.
  • Ensure that services provided deliver the value expected by the customer.
  • Understand the customer’s environment well enough to identify opportunities for new/improved processes.
  • Be aware of changes in the customer’s business environment which may impact service needs.
  • Use Business Process Model & Notation (BPMN) to design service-oriented IT service processes; providing a holistic approach to help IT deliver better services.
  • Plan and manage any changes to IT service processes in order to facilitate an effective and sustainable change to take place.
  • Use a metrics-driven approach to identifying opportunities for improvement and to measure the impact of improvement efforts
  • Coordinate and aggregate business demand for IT products and services by coordinating the receipt and processing of all Requests for Change (RFCs).
  • Stimulate, surface and shape business demand for IT products and services by drafting business cases.
  • Provide facilitation for Service to System (S2S) surveys and IT tactical planning efforts.
  • Provide project management support for small-scale, short-duration projects as the need arises.

Qualifications

REQUIRED:

  • Bachelor’s degree in Computer Science or related field.
  • 5 years of experience consulting with customers, performing business analysis, and documenting business process flows.
  • Understanding of ITIL/ITSM methodologies.

DESIRED:

  • ITIL Foundations Certificate in IT Service Management Certification.
  • Certification as a Business Analyst is preferred (such as CCBA or CBAP Certification.)
  • Seven years business analysis experience.
  • A broad knowledge base spanning multiple IT and business disciplines and an understanding of IT system, applications and networks.
  • Experience using Organizational Change Management methodologies.
  • Strong situational analysis and decision making, analytical, critical-thinking, organizational, and visualization abilities.
  • Exceptional communication skills and the ability to communicate appropriately at all levels of the organization; this includes written and verbal communications as well as visualizations.
  • The ability to use Business Process Management (BPM) methodologies to take a systematic approach to making an organization’s workflow more effective, more efficient and more capable of adapting to an everchanging environment.
  • Experience modeling business processes using Business Process Model and Notation to architect and implement processes that align with ITIL methodologies to manage IT services.
  • Extensive experience using change management strategies to plan and deploy process improvement initiatives and work as a team at all levels of an organization with the ability to influence others to move towards consensus.
  • Extensive experience in Microsoft Office Suite products (Word/Excel/Visio/PowerPoint)
