Under the leadership of the Chief Talent & Culture Officer, the Human Resources Manager (HRM) is responsible for managing the day-to-day operation of the Human Resources Department, while ensuring compliance with all Federal and State employment laws and record keeping requirements. Moreover, this position has a heavy focus on Workforce Planning & Employment, Human Resources Development, and Total Rewards & Payroll. The Human Resources Manager directly supervises the Human Resources Generalist (HRG) and Senior Human Resources Generalist (SHRG) positions.


The below essential functions are representative of major duties of positions in this job classification. Specific duties and responsibilities may vary based upon departmental needs. Other duties may be assigned similar to those identified below consistent with the knowledge skills and abilities required for the job.

Human Resources Administration & Operations

• Manages day-to-day Human Resources Administration and Operations.

• Assists Supervisors/Managers and general employees with HR Questions.

• Directly manages human resources staff.

• Assists with HR Program Management.

• Reviews HR programs for effectiveness/relevance and provides recommendations to address opportunities in the identified areas.

• Under the direction of the Chief Talent & Culture Officer, ensures adherence to the HR Department budget.

• Conducts HR reporting.

• Assist in the management of HR Department Logic Model Initiatives.

Functional Areas

The following tasks are performed under the general management of this position’s direct supervisor.

Strategic Management & Planning

• Provides suggestions on strategic plans for the department.

• Supports the department in meeting compliance and evaluation expectations.

• Assists in the development, implementation and coordination of human resources policies and procedures and their dissemination through employee handbooks, communications, and/or meetings.

• Plans and manages the design, content development, and maintenance of HR intranet web page.

Workforce Planning & Employment

• Manages the recruiting and selection activities of the organization to employ, place, and/or transfer internal and external staff to ensure adequate staffing including contractors.

• Identifies sources of candidates, initiates and maintains relationships with outside sources (e.g. employment agencies, recruiters, colleges, and job fair sponsors).

• Participates in the design and placement of employment advertising.

• Manages the Applicant Tracking System (ATS) and provides Hiring Managers with training (as needed).

• Reviews and evaluates applicant’s work history, education, training, and other qualifications to determine ability to meet minimum requirements.

• Manages the background check/screening/credential tracking and updates process.

• Notifies applicants of consideration or rejection; pre-screen those selected that meet organization’s qualifications and coordinates interview process with hiring panel.

• Collaborates with hiring supervisor to identify the best suitable candidates before hire.

• Informs candidates of job duties/responsibilities, compensation and benefit programs, work schedules/conditions, career advancement opportunities, etc.

• Advises head of human resources of all pending organizational hires for review and approval.

• Prepares extends job offers; prepares and/or authorizes appropriate paperwork.

• Manages orientation.

• Manages the HR onboarding function.

• Manages HR file retention and conducts HR file audits to ensure employment compliance; including contractor file management.

Human Resources Development 

• Assists with managing the organization’s internal learning & development programs by anticipating and responding to workforce skills gaps in the form of planned training and development exercises.

• Develops and facilitates trainings to support current and future workforce education needs.

• In conjunction with the Chief Talent & Culture Officer, manages general

• Assists the with Supervisor/Manager Learning & Development initiatives.

• Assists with managing the organization’s internship and volunteer programs.

• Manages organizational training by conducting needs assessment, developing appropriate programs including the preparation of aids/materials(training manuals, demo models, and visual aids), and conducting a variety of training programs in various formats (individual coaching, group instruction, lectures, demonstrations, conferences, meetings, workshops, webinars, etc…)

• Manages the administration of core compliance training and educational programs.

• Contracts with outside vendors in the development and conduct of training programs.

• Manages employee participation in training activities and coordinates employee testing to measure the effectiveness of training programs.

• Manages professional licensure and credentialing tracking.

• Provides support with Performance Management administration and tracking, etc.

• Provides suggestion on organizational succession plan.

Total Rewards & Payroll

• Manages the implementation of the overall job evaluation, performance appraisal, and wage and salary management program for the organization

• Administers all incentive programs within the guidelines of established policies

• Manages compensation database software; conducts or participates in wage and salary surveys.

• Studies and analyzes wage or salaried jobs and prepares position description in standardized form; evaluates jobs using established evaluation systems, determines associated rate per merit or step-based salary scale.

• Reviews changes in wages and salaries for conformance to policy

• Manages the administration of benefit programs including billing and reconciliation.

• Plans and supports benefit renewal and annual open enrollment

• Supports total reward initiatives.

• Administers program activities aimed at improving employee health and wellbeing

• Provides oversight and support for time/attendance and HR payroll data entry.

• Manages and supports payroll processing, etc.

Employee Relations 

• Administers programs designed to establish and maintain effective employee relations through the uniform and equitable application of policies and procedures

• Advisor for general employee relation issues (i.e., guidance for corrective action).

• Conducts regular site visits to engage leadership and staff and ensure compliance.

• Assists with employee feedback initiatives.

• Chairs and/or participates in assigned employee committees and workgroups.

• Supports all appreciation and recognition initiatives.

• Directly manages special functions.

Risk Management 

• Assist in the planning and development of continuity and contingency plans.

• Manages workers’ compensation reporting and tracking (i.e., workplace incident reporting)

• Manages and OSHA tracking and reporting.

• Supports workplace safety and well-being initiatives.

Organizational Development

• Assists with development of human resources function through research and by attending internal/external meetings, conferences, seminars, workshops and trainings.

• Manage diversity, equity, and inclusion initiatives.

• Create communication plans encompassing organizational branding to market HR webinars and podcasts to internal and external audiences.

Human Resources Information Systems & Metrics 

• Assists with development and analyses of human resources metrics for a variety of measurements.

• Assists with integration of present human resources office procedures into electronic data processing system in support of human resources administration and projects.

• Analyze assign reports on department analytics, metrics and key performance indicators.


• Adheres to Friendship Place’s employment, confidentiality, and code of

• ethics agreements.

• Maintains professional competence through participation in continuing education programs, seminars, and training programs.

• Recommends equipment and supply needs of the Human Resources Department.

• In the absence of the Chief Talent & Culture Officer, provides leadership for the Human Resources Department.

• Handles all other functions as needed by the Chief Talent & Culture Officer.



Background & Qualifications:

• Bachelor’s degree with five to seven years, current, work experience as a Human Resources Generalist or Human Resources Manager.

• Prior management experience.

• Current professional credentials from the HR Certification Institute (HRCI) and/or Society for Human Resource Management (SHRM) or must obtain certification within six (6) months of employment.

• Working knowledge of current Federal and State employment laws.

• Valid driver’s license, current auto insurance, and reliable transportation with the ability to travel within the DC Metro area (District of Columbia, Maryland and Virginia).

• Must be able to speak, read and write competently in English.

• Good oral and written communication skills.

• Must be able to maintain positive and professional relationships and interactions with our internal customers (employees, supervisors/managers, and leadership team), and external customers (regulatory agencies, vendors, etc.).

• Master’s degree, preferably in Business or Human Resources and five years of recent direct work experience as a Human Resources Generalist or Human Resources Manager.

• Prior experience in learning and development programming (i.e., development, implementation, facilitation, review, and management).

• Prior experience leading teams.

• Prior experience working in a small Human Resources Department at a growing company.

• Prior Human Service and/or Non-profit work experience.

• Prior experience leading projects.

• Prior multiple site HR support experience.

Physical and Environmental Requirements:

Being able to maintain a flexible schedule while incorporating the working of core hours between 10:00 am – 3:00 pm (Monday – Friday), and flexibility to accommodate operational/project needs.

This is a teleworking position (except for performing regular site visits to the programs, visiting the Administration office to complete necessary tasks that cannot be performed remotely, conducting in-person trainings, attending in-person meetings, etc.). However, at the discretion of the Supervisor and depending on the needs of the organization, work location and schedule adjustments can occur.

  • Compensation: The hiring pay range is between $80,000.00 – $90,000.00 annually.  Depending on the position, the starting hourly pay rate or annual salary is based on a step system.  A candidate’s starting pay determination is made based on meeting the basic position requirements, and current completed education, credentials and/or work experience.  Please Note: The step system is set and not open to pay negotiation.  Before moving forward in the selection process, interested applicants are encouraged to discuss starting pay eligibility with the Human Resources (Talent) Department.
