Full-Time Housing Program Assistant

Job Description

Provides homebuyer assistance and homeownership rehabilitation services to clients.  Manages rehabilitation projects which includes contractor management, bid specification writing, quality assurance, and payment processing.  Communicates positively with clients, contractors, and funders. Submits necessary documentation to ensure timely reimbursement and/or payment to the agency.  Conducts homebuyer education instruction.

 ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

Supports and upholds Couleecap’s mission to fight poverty and promote self-sufficiency for individuals by helping to identify needs, mobilize resources, and provide quality services.

Assists program participants in the application process, which may include income verification, property eligibility, and completing required background searches – i.e. credit references.

Inspects properties to determine eligibility, develops scopes of work, and conducts competitive bidding.

Manages projects so they are completed in a timely fashion and within budget.  Conduct inspections, enforces contract provisions, and ensures quality outcomes.

Publicizes agency programs throughout the service area.

Develops contacts and resources in the community to aid in serving clients.  Refers clients to other agencies if appropriate.

Completes all necessary reports, contracts, purchase orders, and other documentation as required.  Maintains client files.

Compiles information for planning and evaluation purposes. Makes recommendations for improving systems and increasing efficiency.

Conduct homeowner education and counseling sessions.

HUD Counseling Certification must be obtained within six months of hire.
