This position is currently eligible to telework. This position is required to work occasionally in the office since it backs up other positions in the General Accounting Unit. This may change as per business needs.

Your opportunity at a glance

The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 3 position in Olympia, WA. This position reports directly to the General Accounting Supervisor in the WSLCB’s Finance Division. The position serves and complements the WSLCB’s mission and goals by providing excellent customer service to our internal and external customers. This position complies with all laws and rules, federal policies and regulations, state policies and regulations governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and WSLCB policies/procedures related to accounting. The successful candidate will have the ability to provide timely and accurate financial data ensuring efficiency and maximum benefit of state resources.

As a Fiscal Analyst 3 in the General Accounting Unit, you will perform a variety of duties in accounts payable. Your responsibilities are processing contract and vendor payments. This includes verifying invoices are calculated properly, have proper approvals, backup documentation is attached, and proper budgets are being charged when coding the invoices for payment.

Your responsibilities will also include processing employee travel advances, employee travel reimbursements, responding to travel questions from agency employees, reconciling employee travel advances, and reviewing agency credit card statements used for agency travel expenditures.

The General Accounting Unit’s responsibilities include accounts payable, accounts receivable, travel, and asset management. This position allows you to increase your state accounting knowledge by cross training with your coworkers who work in both accounts receivable and accounts payable. The team also supports other WSLCB staff in areas such as audit, budget, enforcement and education, information technology, licensing, payroll, and purchasing/contracts.

DutiesSome of the duties you will perform are:

  • Process contract payments, vendor payments, interagency payments, and other miscellaneous payables.
  • Process employee travel advance and travel reimbursement requests, respond to travel questions from employees, and reconcile travel advances.
  • Reconcile agency travel credit card transactions.
  • Occasionally, during high volume times of the month or when a backup is needed, this position will record payments received through the mail and electronically.
  • Process accounting corrections as needed.
  • Perform monthly reconciliation for interagency payments.
  • Process federal seizure/asset sharing fund transactions and perform monthly reconciliation.
  • Maintain desk manuals for assigned duties.

 

QualificationsRequired Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1: 

A Bachelor’s degree or above which includes 18 quarter or 12 semester hours in accounting

AND

Two (2) years of relevant professional experience in accounting.

Option 2:

An Associate’s degree which includes 18 quarter or 12 semester hours in accounting

AND

Four (4) years of relevant professional experience in accounting.

Option 3:

Six (6) years of relevant professional experience in accounting, along with 18 quarter or 12 semester hours of coursework in accounting.

The following certifications or degree may substitute for one year of experience:

  • Certified Public Accountant
  • Certified Internal Auditor
  • Certified Government Financial Manager
  • Certified Management Accountant
  • A Master’s degree in a financial related field

Preferred/Desired Qualifications:

  • Quick learner with the ability to apply critical and analytical thinking.
  • Able to work with minimal oversight, identify what needs to be completed, and proactively take appropriate action.
  • Adjust quickly to new priorities in a continuously changing environment.
  • Committed to continuously improving your accounting skills as well as agency accounting processes to increase efficiency and effectiveness.
  • Experience working in accounts payable.
  • Experience researching and resolving customer accounts payable issues.
  • Reconciling general ledger accounts.
  • Basic level proficiency using Microsoft Office programs: Word, Excel, Outlook, Power Point.
  • Understanding of Generally Accepted Accounting Principles (GAAP) government accounting and internal control processes.
  • Familiar with:
    • Washington State Administrative and Accounting Manual (SAAM).
    • Revised Code of Washington (RCW).
    • Washington Administrative Codes (WAC).
