Primary Purpose:

Manages and coordinates all required Gas and Electric activities leading to the successful completion of multiple projects including, scoping of project, identification of resources (internal and external), selection of consultants and/or contractors, cost estimates, budgeting, permitting, environmental, land rights, design, material procurement and start-up of project to completion. Manages special projects exceeding one million dollars. Provides Gas and Electric direction to consultants, contractors, company engineers, Project Management, Region Engineering, and various other departments within the Company as needed to meet project objectives.

 

Duties and Responsibilities

  • Prepares construction orders with safe, reliable, and cost-effective designs that conform to company standards. Reviews easements, maps and utility as-built in relation to construction proposals. Prepares and supervises the preparation of design and/or construction estimates for conceptual analysis, budgeting or cash flow requirements. Authorizes and creates FCO when scope of job changes.
  • Responsible for conflicting facilities and final position for all Underground and Overhead Electric facilities that involve Municipality conversions. This includes pole staking, underground structures and trench position and final grade of these electric facilities. Identifies gas and electric facilities in the field and uses new technologies to resolve complex problems and propose innovative solutions. Protects the company’s gas and electric facilities and provides Project Management with detailed information for design purposes by identifying, negotiating and resolving conflicts with Franchise, Municipalities and other Governmental agencies with proposed major and multifaceted construction improvement plans. Develops strategies with Project Management to meet Customer construction schedules from conception to completion to install distribution energy systems and services. Prepares engineering calculations and negotiates design details in conformance with company standards, business controls, land rights, environmental requirements, government regulations and existing systems, policies and procedures. Develops and obtains approval of design parameters that establish performance, safety and reliability requirements for proposed projects.
  • Acts in a lead capacity to plan, design, cost estimate, coordinate, and manage, modifications and or additions to major company gas facilities. Maintains financial responsibility of project from onset through completion of project. Projects include new business, system reinforcement, leakage and deterioration, cathodic, and gas high pressure up to 24-inch diameter. Acts as a single focal point for all technical, economic, political and regulatory activities for assigned gas projects.
  • Meets with government representatives, customers, contractors, and consultants, to negotiate and reach agreement on design details, maintain system integrity and ensure the most cost-effective design and construction methods are obtained. Coordinates system design details with departments throughout the company.
  • Coordinates input from, and participation with, various other departments within the Company as needed to meet project objectives. Presides over pre-bids, pre-construction and progress meetings as appropriate. Responsible for the project’s coordination and budget, standards and regulations, engineering and survey impacts.
  • Develops and maintains budget and schedule controls and provides timely status reports to client and management.
  • Provides direction to project team that may include: Engineering design firms, construction, contractors, consultants, company engineers and technical specialists.
  • Responsible for developing contracts and contract revisions for contractors, consultants and vendors. Prepares, negotiates and recommends approval of contracts with construction contractor and various other consultants. Reviews and approves contractor’s invoices for work performed as well as ensures compliance with contract documents.
  • Determines cause of damage to company facilities and submit findings to the Claims Department. Appears as a witness or provide testimony for legal proceedings. Performs field technical reviews such as Class Location Survey, per 49CFR192 to determine if there are field conditions that effect the operational limits of the gas pipeline.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Education

  • H.S. Diploma/GED Required
  • Bachelor’s Degree Bachelor’s Degree in Engineering or Business field. Preferred

Experience

  • 2 years – involving the design, estimating and construction of pipelines and underground electric systems or other underground utility infrastructure or related. Required
  • 2 years – experience as an Associate Field Utility Specialist Preferred

Skills and Abilities

  • Ability to effectively interact with various departments to maintain open lines of communication required
  • Ability to communicate technical and economic concept with all levels of management in both formal and informal settings required
  • Knowledge of electric and gas distribution standards, business procedures and governmental regulations that impact and guide project planning activities required
  • Basic knowledge of Gas and Electric Transmission standards that impact and provide future project and planning activities required
  • Analytical ability, ingenuity, independent judgment and tact in the performance of duties required
  • Ability to see big picture and long-term implications preferred
  • Vision, creativity, openness to new ideas preferred
  • Strong teambuilding skills required.
  • Ability to effectively manage several concurrent projects that vary in complexity and priority required
  • CAD design and computer skills in SAP, DPSS, GIS, Word Processing, Spreadsheet and Database analysis tools required
  • Project Management and Time Management skills preferred

  • This is a DOT safety sensitive position. A pre-assignment drug test may be required.

Work Schedule
HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
