Summary

The High School Programs Specialist has responsibility to support and represent the High School programs in its ‘district’ role for reengagement programs. This position manages multiple databases and acts as a program administrator and expert regarding data collection requirements, law changes at the state level, and training. This includes the management, maintenance, and use of the traditional Data Warehouses (college and state databased) including Skyward. This position acts as the District Data Security Manager for OSPI’s EDS for high program and all partner programs including maintaining and monitoring all student records to include referrals, enrollment transcripts, completions and dismissals. This position is responsible for components affecting essential service within the organization with statewide impact. This position handles a broad scope of confidential information. This is an exempt position that reports to the Dean of Instruction, High School Programs.

ESSENTIAL FUNCTIONS

• Responsible for components affecting essential service within the organization with statewide impact. Is recognized as the program expert and provides information and technical assistance to program participants, staff and outside entities regarding program content. Provide technical assistance and consultative service to like programs in the K-12 system.

• Fund Management: Prepare budget requests for department head approval and provides advice and information. Compile data for quarterly reporting to private organizations and individuals. Review request for grant funding, monitor grant funds, prepare quarterly reports of fund usage.

• Use CTClink to run enrollment and completion reports for use at the state level, donors, and class building

• Code Skyward reports for enrollment data; distribute enrollment reports to school districts on a monthly basis; compile data for Open Doors, including Partner Schools. Prepare and submit aggregate report to OSPI

• Monitor weekly OSPI student management systems submissions and take corrective action; compile and submit monthly P223 enrollment data to OSPI using online application

• Maintain and monitor all student records incl. referral, enrollment, transcript, completion or dismissal.

• District Data Security Manager (DDSM) responsible for user security within the high school and all its state applications

• Participate in application testing for OSPI and WSIPC, as needed

• Participate in College-wide and/or Statewide committees and forums

• Interpret, advise, recommend and implement procedural changes related to Open Doors program management

• Create standard operating procedures (SOP) for data collection and processing

• Remain current with Office of Superintendent of Public Instruction (OSPI) standards and guidelines

• Provide information and technical assistance to Partner Programs including the facilitation of training of administrators; system improvement; participate in ongoing training related to student data collection. Analyze data and develop methods for improvement/efficiency

• Act as liaison between LWTA and Partner Programs, making sure records are reviewed in a timely fashion

• Plan, schedule, train and direct work activities of employees of lower classification as assigned

• Manage sensitive and confidential materials

• Other duties as assigned

QUALIFICATIONS

• At least two years of progressively responsible experience supporting high school or similar programs in the areas of program, data and funds management

• Knowledge of K-12 grading system; Ability to read and transcribe Washington State Transcripts

• Ability to respond to public inquiries with tact and efficiency

• Proficiency in Skyward (or other K-12) database management system

• Working knowledge of EDS applications

• Knowledge of OSPI guidelines related to best practices for data collection

• Knowledge of RCWs (Revised Code of Washington) and WACs (Washington Administrative Code) related to Open Doors Youth Reengagement (1418)

• An aptitude for seeing the big picture in order to provide budgetary support

• Ability to be maintain the Dean’s confidence and handle confidential information discretely

Compensation and BenefitsInitial salary placement is $5,158. Medical, Dental, Vision, Life, Disability and other insurance benefits are provided as currently administered under Public Employees Benefits Board, State Retirement Plan and a Deferred Compensation Plan; sick leave accrues at 1 day effective upon employment and vacation accrues at 25 days per year.
