Full-Time Economic Development Services Manager

Job Description

This position plans and organizes economic development activities to expand the tax base, encourages the creation and retention of jobs, promotes tourism, improves the quality of life and facilitates a self-sustaining economy for the City. This is a management and professional position responsible for supervising professional staff and project management of community and economic development programs. Responsibilities include creating and maintaining public/private partnerships for the purposes of economic development growth, implementing economic development goals within the city’s strategic plan, developing work programs and work objectives, coordinating all aspects of development projects and creating the Economic Development Services Division operating and capital budget projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Consult and communicate with property owners, developers and organizations to attract and retain businesses, to develop new and redevelopment projects, to retain city businesses and to ensure progress that results in final occupancy. Provide a high level of expertise in developing and interpreting financial structures, development agreements and public/private partnerships. Consult and negotiate on behalf of the City with owners, developers, consultants, realtors, city officials, other units of government and community groups on economic development matters and development requests. Develop and solicit redevelopment proposals for downtown and riverfront redevelopment properties, assemble land and financial packages and apply for permits and other approvals for acquisition, demolition, remediation and reuse. Prepare locally-generated prospect proposals and responses to WEDC and New North prospect proposals in coordination with GO-EDC. 30%

• Manage and administer the Economic Development Services Division of the Department of Community Development. Hire, train, supervise, coordinate, coach and discipline professional, technical and clerical staff in the Economic Development Services Division. Perform related management functions in areas of personnel and labor relations. Develop, administer and monitor the Economic Development Services Division budget and establish annual performance standards and goals with the Director of Community Development. Review and develop work procedures. Prepare periodic status reports and special budgetary, narrative and statistical reports as appropriate. 20%

• Prepare a draft annual work program in concert with the City of Oshkosh’s Strategic Plan and the Greater Oshkosh Economic Development Corporation (GO-EDC) for the Economic Development Services Division and implement final work programs, which include Business Retention and Expansion, Business Recruitment, Industrial and Business Park marketing, Riverfront redevelopment, Downtown Business Improvement District and Entrepreneurship, as approved by Director of Community Development. 15%

• Administer incentive programs, including local, state and federal grants and the city’s Tax Increment Financing program. 15%

• Formulate economic development policy recommendations for review by the Director of Community Development, City Manager and Common Council and maintain current awareness of related policies, practices and programs. Assist in administering policies established by the Mayor and Common Council. Research economic development issues and develop programs to meet the needs of the community. 10%

• Lead and/or serve on various economic development boards, committees and review teams. Prepare and give presentations and reports to Common Council, Plan Commission, Redevelopment Authority, Board of Appeals and other committees. Act as the Director of Community Development in the Director’s absence with respect to Economic Development Division projects. Serve as project manager for special projects at the direction of the Director of Community Development, City Manager and Common Council. Coordinate and provide division interdepartmental staff support for ad hoc committees and staff teams. 10%

• Perform other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience:
• Bachelor’s Degree in Business Administration, Marketing, Community Planning, Public Administration or a related field.
• A minimum of five (5) years of experience in business development, community planning, marketing or a related field; two (2) or more years of supervisory experience is preferred.
• Possess and maintain a valid driver’s license.

Necessary Knowledge, Skills and Abilities:
• Considerable knowledge of the theories, principles and practices of applicable marketing, economic development and finance principles and practices.
• Ability to plan, direct, coordinate and evaluate the City’s over-all economic development efforts.
• Ability to develop and analyze data and reports, to perform financial analyses related to development proposals and to direct the analysis of major development issues.
• Ability to exercise considerable judgment in planning the future economic development of the community.
• Ability to plan, organize and direct comprehensive business retention, expansion and marketing programs.
• Ability to effectively manage subordinate staff and the projects performed by them.
• Considerable skill in communicating effectively, both verbally and in writing, with business representatives, elected officials, department heads, the general public and other City employees.
• Knowledge of budget preparation and budget management.
• Ability to coordinate and handle a variety of programs and activities within the required timeframe.
• Ability to prepare and present persuasive written and oral reports and recommendations.
• Ability to speak effectively before groups.
• Proficiency in reading and interpreting plans, drawings and specifications.
• Ability to help interpret and apply building codes, zoning codes, storm water codes, health codes and fire codes.
• Ability to coordinate multiple projects simultaneously.
• Ability to work with confidential information.

While performing the essential functions of this job, the employee is frequently required to sit, stand, talk and hear. The employee is required to walk, use hands to finger and handle objects and reach with hands or arms. The employee must occasionally lift and/or move up to 10 pounds.

Specific vision abilities required of this job include close and distance vision and the ability to adjust focus.
