Permanent, full-time position – Toronto, ON

The City Planning Division is helping to build Toronto’s future by managing the growth and physical form of the city – how it looks, feels and moves – and working with stakeholders and other City of Toronto divisions to set goals and policies for responsible development. An integral part of the Division’s role is to advise Council with a view to ensuring that growth contributes to healthy, vibrant communities and neighbourhoods, and to review and process development approval applications from a community planning and an urban design perspective. Reporting to the Chief Planner & Executive Director of City Planning, you’ll lead a team of professionals in the urban design, graphic design and heritage planning sections of the Division, as well as review development projects to ensure high-quality architecture and urban design in order to enhance the quality of the public environment. Another key aspect of your mandate will involve developing long-range urban design policies for the City, providing direction and expertise to the Division’s visual communication program, and conducting design initiatives in order to build consensus for design and development plans.

As a subject matter expert and an inspiring leader, you’ll direct the Graphics and Visualization Unit in preparing all divisional presentation material, including legislative (Official Plan and Zoning By-law) and thematic mapping, 3D computer modelling, and digital rendering, with ultimate responsibility for accuracy. With a focus on the future, you’ll advance City Planning’s strategic direction and vision for urban design to enhance the quality of the public environment and streetscapes, and lead staff through the development of long-range objectives for the City as a whole.

The City and the Division will count on you to develop, design and implement functional policies and programs that make major changes in overall business performance based on long-term needs. Along with contributing to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, you’ll provide program management staff with the direction, guidance, processes and tools they need to increase efficiencies and improve effectiveness of the services provided by this section.

A politically savvy, persuasive communicator, you’ll represent the City Planning Division at Council, Community Councils, other standing committees, Agencies, Boards and Commissions, and administrative tribunals such as the Ontario Municipal Board. Your collaborative approach will also be evident as you establish partnerships with various external and internal stakeholders, and facilitate community and interdepartmental participation in complex City-wide policies related to planning and urban design issues.

We are looking for a Director of Urban Design who can inspire professional staff to think laterally by exploring creative ideas and solutions to urban design challenges. As this professional, you’ll have a post-secondary education in urban design, architecture, landscape architecture, city planning, or a field relevant to civic management, or a professional discipline pertinent to the job function, combined with relevant management training and experience, or an equivalent combination of education and experience.

Your track record of success will include extensive experience applying the provisions of the Planning Act, Municipal Class Environmental Assessment Process, Development Review Processes, Provincial Policies and Legislation related to land use planning, transportation planning, and the Official Plan, as well as current regulations and evolving policy trends at the City. You also bring an extensive background as a transformational leader of complex projects and program management in a planning environment with a large, public organization. This will have seen you planning, developing and implementing broad-scale, long-term objectives as well as implementing sound business strategies and systems.

Salary Range: $149,331.00 – $175,466.20 per annum
