Job Description

Clark College is currently accepting applications for a full-time, 12-month, administrative exempt Director of Employment Services position in the Human Resources department.  This position is responsible for managing the Human Resource Department’s recruitment, compensation and benefits, and front desk functions in accordance with the College’s personnel policies and procedures. This position also serves as the contact person for supervisors or employees seeking advice on personnel matters that have not risen to grievance, ULP or other legal status.

Job Duties and Responsibilities:

  • Manage compensation activity for faculty and administrative/exempt staff.
  • Manage and maintain equitable salary placement and compensation practices.
  • Lead the recruitment function and ensure equitable practices and outcomes.
  • Act as backup classified staff hiring officer with authority to make appointments.
  • Provide assistance to supervisors and employees regarding personnel matters.
  • Communicate with legal counsel as necessary in carrying out investigative responsibilities.
  • Conduct classified position reviews to determine and recommend appropriate classification; provide guidance and recommendations on administrative/exempt staff reallocations.
  • Provide information to the Vice President and President in responding to and resolving HR-related issues, including but not limited to disciplinary actions, interpretation of regulations, compensation, and employee records.
  • Supervise employees as assigned in areas of responsibility.
  • Administer and interpret rules and regulations of collective bargaining agreements.
  • Participate in collective contract bargaining as requested.
  • Provide Human Resources related trainings to college community, e.g., Equity in Hiring, Performance Development, Collective Bargaining Agreements, Supervisor Essentials, Disciplinary Actions, Avoiding Grievances, Workplace Behavior.
  • Serve as chair or member of designated College committees, councils, and teams.
  • Serve on the Human Resources Leadership Team and exemplify the desired culture and philosophies of the College while supporting Human Resource’s values, standard of ethics and integrity.
  • Provide leadership in accordance with the Mission and Vision established by the College, furthering the College Mission, Core Themes and Values, the Social Equity Plan, and Guided Pathways.
  • Ensure areas of responsibility operate effectively within the policies and procedures of the College and applicable governing agencies.
  • Develop and implement policies and procedures for operating unit(s).
  • Train, supervise, and evaluate employees in accordance with negotiated agreements, applicable state and federal laws, and College policies and procedures.
  • Exercise effective stewardship over college resources.
  • Prepare reports and analytical materials to illustrate objectives, activities, and accomplishments of areas of responsibility.
  • Create a safe, bias-free working environment, which engenders respect for differences.
  • Work to achieve the core theme of fostering a diverse college community as established by the College.
  • Engage in and promote shared governance.
  • Perform related duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Human Resources or a related field from an accredited college or university, OR equivalent work experience to obtain human resources expertise
  • Three (3) years of experience working in a Human Resources Department in a large, complex organization
  • Two (2) years of supervisory experience
  • Two (2) years of experience advising managers and staff in Human Resource matters such as compensation, benefits, recruitment, labor and employment laws and compliance
  • Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
  • Vaccination requirement: Per Washington State Proclamation 21-14.1: college employees must be fully vaccinated. Your COVID-19 vaccine status must be validated by the Human Resources office prior to the commencement of work. Starting Salary:  $90,057/annually

Benefits include vacation/ sick leave; medical, dental, life and long-term disability insurance; retirement; and tuition waiver.
