Full-Time Director, Interim Housing – Willow Tree

SUMMARY

The Director, Willow Tree Inn will be responsible for oversight, direction and supervision of internal and external functions for this Interim Housing Program for The People Concern, providing strong day-to-day administrative and programmatic oversight and ensuring successful performance-based outcomes. This position is responsible for maintaining the highest quality services and efficiency of programming, while fostering teamwork and integration among staff working in this program.  Selected candidate will also work with Director of Project Based Housing to implement the strategy to convert this site to Permanent Supportive Housing within a three year time frame.  Additionally, interfacing with entities such as Department of Health Services, Housing Authorities, County entities, Los Angeles Homeless Services Authority, members of the community, and partner service providers is essential.

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Responsible for the leadership, management and budgetary aspects of the program
  2. Oversee services and government contracts for the program, ensuring compliance with all funding agreements
  3. Work as part of an interdisciplinary team to provide comprehensive, integrated care to individuals dealing with homelessness, medical conditions, mental illness and substance addiction
  4. In collaboration with senior leadership, develop and implement policies, procedures, and systems necessary to maintain high-quality programs and services, and to ensure adequate controls and outcomes
  5. Use a Harm Reduction, Trauma-Informed Care, and Housing First methodology to ensure that participants are supported in ending their homelessness by securing permanent housing.
  6. Work within the CES system to ensure most vulnerable are being matched to best fit housing options
  7. Work in collaboration with staff to remove barriers to placement in permanent housing by identifying appropriate services for each individual’s needs identified on  their goal plan
  8. Provide individual and team supervision and performance evaluations for assigned staff, and facilitate weekly small and larger team case conference meetings
  9. Provide programmatic and administrative supervision to Program Managers, and other assigned staff
  10. Work with programmatic and facilities staff to ensure that the interim housing facility is clean, safe and well-maintained
  11. Provide and oversee onsite crisis intervention, as needed
  12. Oversee program data collection and ensure timely reporting of compliance and contract activities for funding sources
  13. Develop and plan strategically for future programmatic needs and community partnerships.
  14. Attend trainings, present or coordinate trainings, prepare written reports, and complete related projects as requested
  15. Serve as a liaison and point of contact for a wide array of stakeholders including, funders, public officials, law enforcement, hospitals and members of the community
  16. Represent the agency at outside functions and meetings, including meetings requested by Housing Authorities, Department of Health Services, Los Angeles Homeless Services Authority, and other funders
  17. Operate in an atmosphere of teamwork, integrating program within great agency
  18. Assist with gathering necessary documentation for RFP process when funding opportunities are identified
  19. Maintain expert knowledge of procedures for billing and eligibility documentation, and requirements for maintaining client files and records.
  20. Conduct ongoing record review and client file management for quality assurance and audit preparation
  21. Generate HMIS and CHAMP reports, locate errors, and provide follow up reports to staff for corrective plan(s) of action
  22. Assist with program/fiscal audits
QUALIFICATIONS
  1. Bachelor’s Degree in Social Work, Psychology or related field, Masters’ degree in mental health field (Social Work, MFT, or Psychology) a plus
  2. Minimum three years of programming/administrative experience in a nonprofit setting at an agency that provides services to individuals that have a history of homeless, mentally illness, or are dually-diagnosed
  3. At least two years of leadership/management and supervisory experience
  4. Experience in developing new programs, including developing strategies and implementing systems, budgeting and hiring
  5. Demonstrated ability to handle multiple tasks simultaneously and to work independently and creatively
  6. Detail oriented with excellent time management, organizational, written, verbal, interpersonal, team building, and computer skills
  7. Entrepreneurial attitude, with excellent leadership, consensus building and analytical skills, and the ability to stay ahead of the curve and thrive in fast-paced work environment
  8. Current, valid California Driver’s License with an acceptable driving record
  9. Ability to provide some evening and weekend hours to ensure continuity of care
  10. On-call 24/7 a requirement
  11. Proficient in Microsoft Word, Outlook, Excel, and database applications

Work Environment

  • Combination of field and office environment
  • Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
  • On occasion walk or drive to different local sites
  • Will necessitate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist and sit throughout the day
