Job Description

Salary range is $125k to $205k, with a midpoint of $165k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under direction of the Deputy Executive Director, co-develops with the Director, Facilities Operations Support, strategic plans and standards and leads business model implementation of the Facilities Division within the Operations Department.  Develops, leads, prioritizes, directs, manages and provides oversight for activities, operations, and functions supporting delivery of facilities services of the Division. Ensures all aspects of facilities operations provide a safe and clean environment for ST Passengers while maximizing the useful life and reliability of facility assets in a cost efficient manner.

Leads the development and management of the division Facilities Service Delivery management team and the creation of scalable facilities program strategies in alignment with Agency strategic priorities.  Coordinates assigned activities with Division peers and other Operations Divisions, programs, Departments/Offices, and outside agencies; and provides highly responsible and complex organizational support to Operations leadership.  Works closely with other Divisions and Agency executive leadership to ensure that all ST facilities meet operational and State of Good Repair objectives.  Creates a positive and inclusive work environment, demonstrating Sound Transit values in the execution of all responsibilities.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

· Serves as leader and key contributing strategist for the Facilities Division. Shapes the vision, mission and KPI’s for Facilities Service Delivery teams supporting all agency transit modes.

· Develops, plans, directs, coordinates and reviews the work of the Facilities Division Service Delivery management team; assigns work activities and coordinates schedules, projects and programs; provides constructive feedback; reviews and evaluates work and utilizes performance metrics to inform recommendations and identify risks.

· Inspires, coaches, trains and motivates salaried and represented staff to achieve a collaborative environment; manages employee relations; directs the workflow and prioritization of projects and measures staff performance and takes appropriate corrective action when necessary; prepares developmental work plans for staff; implements or recommends corrective actions, as appropriate.

· Directs, manages and participates in the development and implementation of Division and Service Delivery goals, objectives, policies, and priorities for assigned activities, projects, services, and functional areas within the Division; recommends, creates, updates, modifies, organizes and administers policies and procedures. Ensures that activities, projects, services, and operations of the Facilities Division are completed within the scope, schedule, and budget; and that all objectives are successfully met.

· Coordinates and collaborates with the Director, Facilities Operations Support to co-lead to develop, administer, maintain, and oversees the Division’s annual and longer term Capital and Expense budgets, staffing functional organization and succession plan; provides leadership and direction to program and project scopes, schedules and budgets; provides recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves division expenditures and ensures all service agreements are managed effectively.

· Coordinates and collaborates with Director, Facilities Operations support to ensure operational readiness for transition of newly constructed or acquired facilities.

· Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports, analysis, presentations and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in facility management, property or real estate management, construction management, business administration, or closely related field and eight years of experience in managing and directing facilities operations for medium to large organizations that includes directing, managing and analyzing complex maintenance program, capital program, project management, policy, and procedure development with six years of leadership, budgetary, planning and workforce management experience, preferably in a transit/transportation related environment with multiple facility/office locations; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Industry certification for Facilities Management, Property Management or Asset Management or equivalent experience.

Required Knowledge and skills:

• Principles of leadership and best practices in coaching and developing others.

• Extensive direct experience with operational characteristics, services and activities of Facilities Management, including implementation and oversight of maintenance and capital programs serving commercial or industrial facilities.

• Senior professional and technical expert knowledge of business/industry principles and practices related to facilities management and / or real estate asset management.

• Asset and lifecycle management methodologies, processes, technologies and best practices.

• Building construction and jurisdictional codes, maintenance principles and practices including familiarity with building, mechanical, electrical, plumbing, structural, storm water and specialty trades.

• Operational type agreement and contract management practices and principles.

• Performance measurement and analysis techniques to create and monitor relevant KPIs, reliability modelling and labor management oversight.

• Principles and practices of program development and administration.

• CMMS systems structures and applications.

• Building Management Systems and monitoring technologies.

• Risk assessment and strategic planning.

• Occupational hazards and standard safety practices.

• Pertinent Federal, State, and local laws, codes, and regulations.

• Policy and procedure development.

• Capital Lifecycle Planning and Project management techniques and principles.

Physical Demands / Work Environment:  

· Work is performed in a standard office environment.

· Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery when visiting job sites during construction and when working in the field.
