Job description

Defence Munitions Plymouth provides a range of General Munitions Processing, Storage and Engineering support functions. As Warehouse Manager (WHM) you will be responsible to the Head of Establishment (HoE) for the safe, efficient and cost-effective performance of all tasks undertaken within the Warehouse Manager’s area of control and responsibility at DM Plymouth.

Responsibilities

Your main responsibilities are as follows:

• Accountable to HoE for the safety and quality of all tasks undertaken by your staff by ensuring that they are performed in accordance with specified and approved procedures to meet business needs. You will provide management and direction to your team ensuring all staff are suitably trained to carry out their required duties.

• Managing and controlling all Warehousing, Processing and handling tasks associated with explosive and non-explosive storage and maintenance while ensuring that all regulations, safety and security standards are maintained and adhered to (DSA03.OME, JSP375, JSP440, JSP520).

• Managing the establishments stocktaking programme and stock location activities, including the relevant documentation, general correspondence as well as stock receipts and preparation of relevant paperwork to maintain an efficient and organised workplace ensuring that they are performed in accordance with regulations (JSP886) and within the appropriate timescales.

• Managing and controlling the safe movement of all explosive and non-explosive consignments in accordance with ADR regulations and JSP 800, ensuring that your teams are suitably trained, competent and suitably equipped to compliantly move and store explosives in accordance with relevant licenced controls, approvals and constraints.

• Ensuring that the Warehousing and Processing department meets all statutory and mandatory MOD requirements in respect of Explosive Safety, Occupational Safety, Health, Environment (SHE), Quality, Fire, Facilities Management, Business Resilience and Finance, including the monitoring and timely review of Explosive Safety Cases (ESC) and Storage and Handling Instructions for Munitions (SHIM) submissions.

• Ensuring that the risks generated by activity within the Warehouse, Process division are documented, As Low As Reasonably Practical (ALARP) and that a strong, positive Safety and Explosive Safety culture is nurtured and encouraged across the division/site.

• Undertake the role of Support Officer within the Establishment Emergency Response Team. Familiar with the site’s emergency response policy and procedures and will ensure your team takes necessary action and play an active role in business continuity.

• Regularly inspecting areas of control to ensure facilities and staff are compliant with current legislation and regulations, ensuring faults are timely reported and subsequent timely remedial action is taken.

• Monitoring of Key Performance Indicators relating to Receive, Store, Maintain, Issue (RSMI) and Accounting, ensuring targets are met for Defence Munitions Plymouth and escalate where necessary.

• Maintaining proactive external liaison with Management Authorities, DM Head Office and appropriate customers and conduct effective internal liaison with relevant departments.

• As directed, assist other team members and carry out additional ad-hoc tasks appropriate to the role to support wider depot operations.

• A member of the local management board, you will provide Warehouse, Process performance plans and data, outline issues, continuous improvement initiatives and prompt solutions, as well as contributing towards wider site management policy, procedures, risks and issues.

As a member of the local management board, you will represent DM Plymouth at Corporate Meetings on all matters relating to the Warehouse Manager’s area of control and responsibility; travel may be required.

As a member of the local management board, you will undertake Duty Officer in Charge responsibilities, supporting the Site’s Emergency Response Arrangements to provide on-call cover during silent hours. In accordance with Roster System.

Maintain and develop your knowledge, Skills and Experience by attending Training, ILog Seminars, Job Shadowing to support the needs of the business; travel may be required.

What you will be assessed against

To be successful with your application you must demonstrate that you meet the following essential criteria:

• Extensive knowledge and experience of safely managing the on-site storage, Processing, handling and movement of explosives, chemicals, fuels and hazardous substances.
• Significant knowledge and experience of managing multiple Warehouse/Process facilities, staff and resources adhering to quality controls, standards and policy.
• Extensive knowledge and experience of making decisions that impact on the tasks and activities of others including the allocation and re-arrangement of work and staff to meet customer demand levels or internal deadlines.

It would benefit your application if you be able to demonstrate the following desirable criteria:

• Knowledge and experience of IT Warehouse management and logistic support systems (AMANDA, MJDI, VITAL).
• Knowledge and experience of Microsoft Office, specifically PowerPoint, Word and Excel.
• Knowledge and experience of driving and delivering continuous operational and cultural improvement across a large complex business.
• Knowledge and experience of successfully managing and influencing multiple stakeholders and customers within an allocated budget.

In addition to the responsibilities above, the following technical competencies and behaviours will be assessed at interview:
