Are you a high performing Leader with an Engineering background, committed to supporting DE&S and its people? DE&S are looking for people with drive, resilience and ambition, to join one of the Domain Engineering Function Management Teams. These roles are opportunity posts, giving candidates a wide perspective on the business, our people and policies. You will interact regularly with Senior Management, Delivery Teams and our Engineers, with visibility of the work going on within, and across, Operating Centres and the wider DE&S Business. As a senior Engineering Desk Officer, you will gain experience of shaping Engineering policy and, most importantly, support the Career Development of our Professional Engineers. The roles are eminently suitable for those with the potential for Leadership roles at higher levels in DE&S, and the wider Civil Service.

You will be expected to balance the business need of delivering the right quantity and quality of Engineers, at the right time, to the meet our outputs, with individual career aspirations and personal development opportunities for our people to ensure DE&S remains ‘A Great Place to Work’

Responsibilities

It is essential you can manage complexity and can make linkages between day-to-day activities and the strategic business intent. You must have the resilience to cope with challenging stakeholders and flexibility of thought to balance the conflicting demands from individuals and the business. You will require excellent verbal and written communication skills and demonstrate a positive attitude and strong work ethic. You must have a proven track record of leading teams and have demonstrable experience of driving the development of technical staff and building high performing, multi-discipline teams. You will have a desire to learn new skills, work safely, develop others and drive continuous improvement.

As duties will include chairing Engineering Promotion Recruitment Campaigns and Internal Promotion Panels, it is essential you have a good Engineering background and can maintain credibility with Peers and Stakeholders at all levels. As a Professional Engineer at this level, it would be beneficial for you to be Chartered with a recognised Engineering Institute, and this will become essential if your career plan includes a follow-on assignment in the business as an Engineer.

Typical Responsibilities will include:
• Scrutinising and agreeing Engineering demands with the business teams
• Developing ‘fill’ options and agreeing succession plans
• Working with our Engineering Delivery Partner to augment internal Engineering resources as required
• Leading External Recruitment and Internal Promotion Campaigns
• Managing internal deployments
• Corporate reporting inc business analysis – people statistics and trends, function performance
• Supporting Individual Development, including career planning and Engineering Talent schemes
• Sponsoring Training and Development activities
• Delivering our HR policies in a fair and consistent manner
• Improving Engineering process and policy
• Implementing and Assuring Engineering process and best practice across the Business
• Development and implementation of Domain policies, methods, tools, learning from experience and dissemination of best practice.

As a L4 Desk Officer you will be expected to manage the workload associated with one Operating Centre (circ 350 Engineers across 6 – 10 Delivery Teams) and deputise for the Domain Engineering Function Manager as required.

What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• A good Engineering background (Engineering Degree or Equivalent Experience) and ability to maintain credibility with Peers and Stakeholders at all levels
• Experience managing challenging stakeholders and flexibility of thought to balance the conflicting demands from individuals and the business
• The ability to manage complexity and can make linkages between day-to-day activities and the strategic business intent
• Excellent verbal and written communication skills and able to demonstrate a positive attitude and strong work ethic
• A proven record of leading teams and have demonstrable experience of driving the development of technical staff and building high performing, multi-discipline teams
