Primary Purpose: 

Responsible for managing various complex interconnection processes and application approvals for NEM, WDAT and Rule 21. Work with outside developers and contractors to ensure that all rules and regulations for the interconnection process are followed. Provide support to the Customer Generation Manager in the regulatory process of electric distribution projects and generator interconnections. Provide guidance, direction, in the WDAT and Rule 21 programs and tariffs. Interface with consultants, contractors, and generation developers. Advise on meter installation applications in accordance with applicable standards and regulations

 

Duties and Responsibilities:

  • Manages various complex interconnection processes and application approvals (e.g. NEM, NEM Aggregation – VNM-A (MASH), WDAT and Rule 21) Ensures properly executed interconnection agreements are in effect for NEM, NEM-V, VNM-A, NEM Aggregation, and SGIP customers. Manages on a going-forward basis for changes in ownership, rate, etc. Manages the application process for WDAT/ Rule 21 DG Behind the Meter (AES & Fuel Cell Systems). Communicates and administers Rule 2 contracts with WDAT, Rule 21, SGIP, and RMA customers. Manages changes in account ownership, in compliance with the CPUC regulatory WDAT and Rule 21 requirements. Advises installers and customers on meter installation scenarios. Coordinates meter installation with internal departments as needed. Issue CT/PT Meter sets orders in CISCO, including current transformer sets, costing, and Invoicing. Manages Customer Generation field inspection needs. Evaluates daily inspection obligations in compliance with CPUC timelines. Creates daily NEM Inspection schedules and route maps for Customer Generation field inspectors. Coordinates and troubleshoots with contractors and customers who failed initial inspection or have access issues to ensure authorization is obtained within CPUC regulatory deadlines. Resolves customer and installer issues related to interconnection applications. Communicates with all internal and external customers on the details of interconnecting to the grid. Ensures thorough understanding of the rate structure for Net Energy Metering (NEM) customers, as well as conventional Co-Generation customers.
  • Manages the CSI/SGIP programs in coordination with the Center for Sustainable Energy and the CPUC on the California Solar Initiative Programs. The CPUC-managed incentive programs include: solar photovoltaic (PV), solar thermal (solar water heating), multifamily affordable solar housing (MASH), single-family affordable solar housing (SASH) and other solar applications. Manages insurance certificate requirements in compliance with CPUC Rule 21 and WDAT, for all parallel operation customers including major industrial customers operating Co-Generation systems. Coordinates renewals with customers; ensures currency for proof of insurance for all Distributed Generation projects. Communicates with customers and insurance carriers to ensure they comply with SDG&E’s insurance requirements, per the interconnection agreement, on an annual basis. Manages Reverse Power Flow Process and create enhanced documentation for projects. Advises team lead of non-compliance and possible need to discontinue service. Manages Renewable Meter Adapter Process. Implements new master database to expedite installation requests, coordinates product ordering from manufacturer, and manages distribution and delivery of product to third party contractor. Creates daily installation schedule and coordinate customer contact prior to installation.
  • Prepares and ensures the quarterly reports to the CEC and Rule 21 are filed within regulatory timelines. Works with billing dept. to ensure accurate billing for NEM & Co-gen customers. Assists with CPUC informal complaints, to resolve issues related to billing. Resolves other billing discrepancies as they arise.
  • Generates and implements process improvement opportunities associated with the processes required to review and authorize a customer’s permission to operate. Prepares cash payment remittances for NEM, Distributed Generation and WDAT. Provides supervisory coverage during team lead’s absence. SAP Accounting, Project Reconciliation, update internal and external SDGE Project Status. Manage the Customer Generation SharePoint Site.
  • Performs other duties as assigned (no more than 5% of duties)
Qualifications

Required Qualifications:

  • H.S. Diploma/GED High School diploma or GED is required.
  • 8 Experience utilizing a complex database, dealing with large amounts of data and proven accuracy.
  • Microsoft Office Suite applications, especially WORD, Excel, Access, Power Point.
  • Thorough understanding of company business practices and IT systems as they relate to customer generation functions.
  • Complete understanding of applicable CPUC Rules and programs, including the California Solar Initiative.
  • Ability to communicate with others, including SDG&E customers, in a businesslike and professional manner, consistent with best practices, applicable rules and regulations.
  • Must be able to work well on cross-functional teams.
  • Must understand fully the interconnection process for electric Rule 21 and WDAT.
  • Must have knowledge of the Net Energy Metering Program and explain all aspects of the tariffs.
  • Must have great oral and written communication skills.
  • Must be familiar with the Regulatory process and be able to communicate effectively.
  • Excellent analytical and organizational skills are required.
