Full-Time Civil Engineer Technician

Job Description

This position may be filled as either a Civil Engineer Technician (CET) I or II.

REQUIRED MINIMUM QUALIFICATIONS for CET I
• Associate Degree in Civil Engineering Technology, GIS/Cartography or related program; or related work experience.
• A minimum of one (1) year of experience in engineering fieldwork is preferred.
• Possess and maintain a valid driver’s license.
• Ability to perform duties accurately.
• Ability to effectively meet and work with the public.
• Ability to communicate effectively, both verbally and in writing, with other employees and the public.
• Ability to read and understand basic engineering plans, profiles and specifications.
• Ability to establish and maintain effective working relationships with supervisors, co-workers and members of the public.
• Ability to follow detailed written and oral instructions.
• Basic knowledge of AutoCad Civil 3D, Arc-Info, GIS Software, and engineering design software.
• Basic knowledge of Microsoft Word, Excel, Access and Outlook.
• Ability to handle stressful situations.

REQUIRED MINIMUM QUALIFICATIONS for CET II
• A minimum of an Associate degree in Civil Engineering Technology, GIS, Cartography or related program, and a minimum of five (5) years of progressively responsible experience as a Civil Engineer Technician or related professional/work experience.
• Obtain and maintain a certification: ACI; or CPESC, CESSWI, CISEC, or various other Erosion Control Certification; or other approved certifications.
• Possess and maintain a driver’s license.
• Ability to perform duties effectively, accurately, and take ownership of said work.
• Ability to effectively meet and work with the public.
• Ability to communicate effectively both verbally and in writing with other employees and the public.
• Ability to read and understand complex engineering plans, profiles and specifications.
• Ability to use independent judgement when conflicts arise.
• Ability to establish and maintain effective working relationships with supervisors, co-workers and members of the public.
• Ability to understand and follow detailed written and oral instructions with little additional guidance.
• Ability to draft complex details and plans with little supervision.
• Proficient in the use of AutoCad Civil 3D, Arc-Info, GIS Software and engineering design software.
• Basic knowledge of Microsoft Word, Excel, Access and Outlook.
• Ability to manage stressful situations.

DESCRIPTION

Under general supervision, employees in this position perform technical, moderately complex engineering related work on projects for the Department of Public Works. Work may include, but is not limited to: project development, including construction plans and specifications; project management; project close out; construction inspection; technical drafting and as-built mapping; surveying; record keeping and administrative work; preparing special assessments; coordinating with contractors and the public; providing customer assistance; and performing other duties as assigned.

Assignments are received orally or in writing and afford some opportunity for independent judgment in planning work or in making technical decisions. These positions work directly underneath a Civil Engineering Supervisor or Construction Management Supervisor and receive technical direction from Civil Engineering professionals. These positions are expected to work independently within established policies, practices and guidelines and exercise independent judgment on a daily basis. These positions work in cooperation with other staff.

The Civil Engineering Technician is a progressive position starting with the CET I, and with the possibility to advance to CET II and to CET Program Manager.

TOOLS AND EQUIPMENT USED

GIS and CAD software, personal computer, surveying equipment, Microsoft Office software, phone, copy machine, fax machine, and calculator.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee may frequently be required to walk over rough terrain, to use hands and fingers to handle or operate tools such as an 8-lb. hammer or a shovel, to handle objects or controls, and to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. The work may be strenuous and repetitive. The work may also require sitting, standing, walking, bending, stooping and/or operating a keyboard.

Specific vision abilities required by this job may include being able to sight through a telescopic instrument, close vision, and the ability to adjust focus.

The noise level in the work environment may vary from quiet to loud. The work may be indoors or outdoors, and exposure to extreme weather conditions typical of Wisconsin may occur.
