Full-Time Civil Engineer Tech Program Manager

Job Description

The purpose of this position is to review, coordinate, and inspect the plans and work of companies performing work within the public right-of-way. The City has developed standards to ensure that all entities that are allowed to install facilities within the public right-of-way perform that work consistently and allow adequate safe working space for others. This position will also perform right-of-way permit related updates to the City’s GIS system.


The following duties are normal for this position. These are not to be construed as all-inclusive. Other duties may be required and assigned.

• Right of Way Permit Plan Reviews (30%) – Conduct pre-application review meetings, review permit applications and plans to ensure conformance to City of Oshkosh standards, and issue permits.

• Right of Way Permit Inspections (30%) – Perform pre-construction, during construction, and post construction site inspections. Meet with contractors to resolve any conflicts that may arise during design or during construction.

• Coordination/Communication with Contractors and the Public and Provide Customer Service (20%) – Work closely with contractors answering questions regarding design, permits, or City of Oshkosh standards. Act as a liaison to the general public answering questions regarding construction activities, utility locations, permits, and municipal code.

• Right of Way Permit Licenses (10%) – Receive and respond to contractor questions during licensure process, review license applications, and issue contractor licenses.

• GIS System Mapping (10%) – Perform updates to the City’s GIS system for storm sewer, sanitary sewer, water main, and respective service laterals. Create and distribute custom GIS maps for contractors, engineers, consultants, and the general public.

• Perform special projects and other related duties as assigned


Education and Experience:
• An Associate’s Degree in Civil Engineering Technology, GIS, Cartography or a related program.
• A minimum of ten (10) years of progressively responsible experience as a Civil Engineer Technician or a related profession/related work experience.
• Certification in ACI, GIS, AutoCAD, CPESC, CESSWI, CISEC, or various other Erosion Control Certification or other approved certification is preferred.
• Possess and maintain a valid driver’s license.

Necessary Knowledge, Skills and Abilities:
• Skill in operation of listed tools and equipment.
• Demonstrated ability to independently manage projects.
• Ability to perform duties effectively, accurately, and to take ownership of said work.
• Ability to effectively meet and work with the public and to resolve difficult situations.
• Ability to communicate effectively, both verbally and in writing, with other employees and the public.
• Demonstrated ability to train others.
• Ability to read, write, and understand complex engineering plans, profiles, and specifications.
• Demonstrated ability to use independent judgement when conflicts arise.
• Ability to establish and maintain effective working relationships with supervisors, co-workers, and members of the public.
• Ability to understand and follow detailed written and oral instructions with no additional guidance.
• General knowledge of AutoCad Civil 3D.
• Proficiency in the use of Arc-Info, GIS Software, and engineering design software.
• Proficiency in the use of Microsoft Word, Excel, and Outlook.
• Ability to manage multiple stressful situations.

In evaluating candidates for this position, the City may consider a combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform the essential duties of the position.


GIS and CAD software; surveying equipment such as a total station, data collector, GPS rover, and differential level; standard office equipment such as phone, personal computer, printer, telephone, facsimile, scanner, calculator, copy machine, and tablets/mobile technology.

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.
