Texas CASA (Court Appointed Special Advocates) is part of a national volunteer movement that began in 1977 in Seattle when a juvenile court judge conceived the idea of citizen volunteers speaking up for the best interests of children who are in foster care due to allegations of abuse or neglect. Today, the CASA movement has evolved into one of the largest volunteer organizations in the country. CASA volunteers are appointed by judges to watch over and advocate for these children in court, school and other settings; with the goal of reuniting children with their families whenever safe and possible. Volunteers stay with each case until it is closed with the goal of ensuring these children are kept safe and have the opportunity to thrive and grow.

In Texas, there are 72 local CASA volunteer advocacy programs with more than 11,000 volunteers serving nearly 30,000 children in 219 counties across the state. Texas CASA is the statewide organization that provides funding, resources, training and support to these local programs to ensure they can operate effectively and seek out the best possible volunteers who will advocate passionately for the children they serve.

POSITION SUMMARY:

  1. The Chief Grants Management Officer is responsible for the oversight of the administration of the Victims of Crime Act (VOCA), Crime Victims Compensation (CVC), other grant funds and (grant) projects as assigned. The Chief Grants Management Officer oversees and directs a staff of three who manage the required financial documentation submitted by local CASA programs. This position ensures compliance with all applicable rules in the grant application approval process, grant reporting and grant fund distribution process for local CASA program grants. The Chief Grants Management Officer develops and maintains written policies and procedures for the accurate and timely handling, processing and monitoring of all grants administered by the Grants department. This position provides, and oversees others in providing, accurate grant-related information and technical assistance to the 72 local CASA programs as well as acts as primary contact with the Office of the Governor’s Criminal Justice Division.

 

 

 

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Serve as the primary grant contact person with the Office of the Governor, Criminal Justice Division (CJD) and the Health and Human Services Commission (HHSC).
  2. Manage, lead and mentor the Grants team.
  3. Ensure compliance with all applicable rules in the grant application approval process, grant reporting and grant fund distribution process for local CASA program grants.
  4. Develop and maintain written policies and procedures for the timely handling, processing and monitoring of all grants administered by the Grants department.
  5. Provide technical assistance, general information, written materials and training sessions on grant processes and compliance to all local CASA programs.
  6. Oversee grant compliance including timely reporting and submission of new grant applications for Texas CASA grants with Texas CASA as the grantee.
  7. Review and comment on all new and proposed grant applications.
  8. Work with the Finance Committee of the Texas CASA Board of Directors on the preparation of financial reports for Texas CASA grants where Texas CASA is the grantee.
  9. Provide and ensure high-quality customer relations practices.
  10. Collaborate and support the Network Support Division in order to ensure quality assurance for onsite and desk reviews of local CASA program activities is in compliance with grant requirements and other Texas CASA policies and procedures.
  11. Review and sign off on all quality assurance reports.
  12. Collaborate with the Network Support Division in grant strategies for local programs in need of assistance.
  13. Act as the liaison/staff resource to the Grants Review Committee of the Texas CASA Board of Directors including assistance in scheduling, development of agendas, preparation of materials and oral reports.
  14. Review local program independent CPA audit reports to verify their completion and to help identify program needs and trends.
  15. Prepare a summary of the audit report and highlight any key findings noted by the auditor and, if findings are significant, follow up with the local CASA program to resolve outstanding issues.
  16. Participate and serve as an active member of the Texas CASA Executive Leadership Team, as well as all other special or regular meetings.
  17. Other duties as assigned.

 

QUALIFICATIONS:

  • College degree or higher in accounting, political science, grants and/or nonprofit fields.
  • 10 years knowledge and experience working with the Uniform Grants Management Standards (UGMS). Graduate degree in related field may be substituted for years of experience.
  • Experience working with nonprofit organizations.
  • 10 years grant-related accounting, audit, and/or financial experience. Graduate degree in related field or CPA may be substituted for years of experience.
  • Experience in working with the Office of Justice Programs (OJP) Financial Guide. Graduate degree in related field may be substituted for years of experience.
  • Must pass background check.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Proficiency in Microsoft Office Word, Excel and Outlook, including reporting and form development.
  • Experience working with multiple agencies in multiple locations.
  • Attention to detail and accuracy.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of the Uniform Grants Management Standards (UGMS) and the Office of Justice Programs (OJP) Financial Guide.
  • Ability to provide effective leadership, coaching and development of staff.
  • Ability to thrive in a team environment.
  • Ability to manage multiple projects, perform accurately and meet deadlines.

  • Grants management experience; understanding of grant regulations and statutory research.
  • Ability to work remotely with minimal supervision.

 

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

  • Work will primarily be performed in an office environment requiring ongoing computer use.
  • Must be able to remain stationary for long periods of time.
  • Travel may be required up to 10% of the time throughout Texas. During this time, the employee may be occasionally exposed to a variety of working and environmental conditions.
  • This position requires frequent communication in a multitude of settings. Must be able to exchange accurate information in these situations.
