Full-Time Budget Analyst

Job Description

The Department of Community Justice is looking to hire a Budget Analyst to work in our Finance Department.


As a Budget Analyst with the Multnomah County Department of Community Justice, you will be responsible for personnel budget within the department, including but not limited to, budget preparation, technical budget data, tracking changes throughout the fiscal year, maintaining legal budget requirements for personnel, and technical linking of budget systems.


This position works closely with Human Resources staff and management staff on position control and changes throughout the fiscal year. Key job duties of this position include, but are not limited to:

  • New fiscal year department budget preparation;
  • Current year budget maintenance and monitoring;
  • Personnel budget monitoring, tracking and analysis;
  • Contract analysis; and
  • Customer service and process improvement.

COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception as a qualification of employment.

Minimum Qualifications:

  • Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in finance, economics, statistics, accounting or a related field; AND
  • Five (5) years of progressively responsible financial management experience, three (3) years of which must be specifically related to budgeting.
  • Must be able to pass a thorough background investigation including a records check with the State of Oregon’s Department of Human Services and be fingerprinted on the first day of employment.


Preferred Qualifications:

  • Questica experience entering personnel budgets
  • Intermediate level experience with Workday
  • Advanced level training & experience with Google (e.g. Gmail, Google Docs, Google Sheets, Google Slides, Google calendar etc).
  • Advanced level training & experience with Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Access, etc).
