Assistant City Manager

NATURE OF WORK: Provides highly responsible administrative direction to assigned departments and functions to coordinate efforts toward achieving objectives, and assists the City Manager in developing, planning, and implementing goals and objectives to meet the current and future needs of the City.

Position involves competing demands, performing multiple tasks, working to deadlines, frequent work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Work is often performed in a standard office environment. Light physical demands; frequent use of a personal computer and standard office equipment; travel to various work and meeting locations.

Full-time, regular, exempt

DUTIES AND RESPONSIBILITIES:
• Directs and coordinates the operational aspects of City government to promote an effective, responsive, and value-based organizational culture; assigned delegated representative authority over Departments and related functions such as those currently being undertaken by Public Works, Parks and Recreation, Community Development, Transportation, Community and Cultural Services, Economic Development, Financial Services, Human Resources and Information Technology, to establish strategies and approaches to operational issues and needs.
• Conducts operational analysis to identify issues; develops and assists in the implementation of new, or revised programs, collaboratively establishes and monitors progress on goals, objectives, and performance targets to ensure achievement in a timely manner; meets with City Manager, and staff at all levels, to answer questions and discuss issues and objectives to address matters regarding programs, customer inquiries, and complaints; reviews current activities and resolves and addresses challenges which may arise including budget, personnel, customer service, intradepartmental, and interagency issues; directs activities and special projects to ensure that goals and objectives are supported, and City Manager and City Council policies are enforced.
• Assists the City Manager with the development, interpretation, establishment and implementation of short and long range goals, management objectives, policies and operating procedures to provide accurate and timely information and support decision-making and policy direction; participates in the development of the strategic plan to monitor status and achievement of stated desired goals; directs, prepares and presents special and recurring reports to promote effective and appropriate communication; maintains effective and timely communication with the City Manager to keep him/her apprised of situations and issues; participates in development of the budget, coordinates development of financial and budgetary documents and forecasts, identifies funding sources, monitors expenditures and debt services to make budgetary recommendations to the City Manager; identifies and recommends legislative issues to the City Council for review and potential action.
• Serves as an agent of the City Manager in conflict and dispute resolution, acts on behalf of the City Manager when assigned, and assists in the overall daily administration, decision-making and policy direction of assigned departments, sections, and functions to promote continuity of operations; participates in resolution of complaints to facilitate improvement in operations and communication, policy making, and team building; represents the City Manager’s office at various meetings and participates on an variety of boards, commissions, outside government agencies, non-profits, and other citizen groups to promote, and ensure consistent communication of, goals, actions and activities of the City; communicates regularly with appropriate internal staff and external clients to maximize efficiencies, operations and activities and provides effective professional leadership by positioning the City positively through appropriate use of technologies and services.

MINIMUM QUALIFICATIONS: Equivalent to a Bachelor’s degree in Public Administration, Business Administration or related field, plus seven (7) years assistant city manager or senior level public sector executive experience, or a combination of experience, education and training which provides the desired knowledge, skills and abilities. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s) Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of: all aspects of municipal government operations relating to staffing, budget, and program execution; Council/Manager form of government and its operations; political processes at all levels of government; Federal, state and local laws impacting local government operations; effective leadership methods; supervisory, planning and organizational skills.
Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet deadlines and to ensure achievement of goals and objectives; read, understand, interpret, and effectively communicate policies, procedures, rules, and regulations governing related functions activities, processes, and procedures; effectively communicate to large groups as well as individuals of varied backgrounds; express oneself clearly and concisely orally and in writing; establish and maintain effective and appropriate working relationships with city employees, other organizations, elected officials and the public; firmly and impartially supervise, coach, counsel, mentor, lead and direct the activities of City Departments and staff to ensure achievement of City goals and objectives; learn City programs, problems, and resources available to effectively resolve municipal problems; act as a direct link between the City Manager and other members of staff as assigned to analyze a variety of administrative, operational, fiscal, and social problems and make sound recommendations for solutions; use sound judgment in decision-making with routine operations and during emergencies; work in a team environment under extremely stressful situations; inspire confidence in citizens, staff and the City Council to achieve the City’s goals and objectives; negotiate and mediate with and between various groups to yield best possible outcome; balance conflicting political goals and direction with an outcome of positive direction for the organization; prepare and present accurate and reliable reports containing findings and recommendations; demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.
Skills in: analyzing issues, evaluating alternatives, and making logical recommendations based on findings to address issues and/or improve services, procedures, policies, and methods; researching, interpreting and communicating policies, regulations, and procedures and information; effectively managing and leading staff and delegating tasks; communicating effectively with employees and the public; preparing and presenting information for diverse audiences; operating a personal computer with installed generic and specialized software; preparing and presenting technical information in a clear and concise manner; assessing and prioritizing multiple tasks, projects, and demands to ensure achievement of goals and objectives.

SALARY: $114,733.00 – $172,100.00 / Annually OPENING DATE: 04/03/20 CLOSING DATE: Continuous
