**Please Note: This non-permanent part-time (20 hours/week) position is expected to last about 6 months.**

The WSLCB Board Office is announcing an exciting opportunity for an Adjudication Program Specialist (Program Specialist 2) position in Olympia, WA. As the Adjudication Program Specialist, you will support the mission of the agency by performing adjudicative administrative tasks that support the Board Members’ responsibilities as a quasi-judicial body; as well as support the Board Adjudication Unit through the systems modernization project (SMP) efforts.

In this role, you will also process new hearing requests for Licensing and Enforcement cases which includes determinations of timeliness of requests, compiling records, drafting acknowledgment letters, transmitting records to Office of Attorney General as well as organizing and tracking case materials and inventories as they move through the entire adjudication cycle, helping to ensure timely and reliable processes for all administrative appeals.

Duties

Some of the duties you will perform are:

  • Process new hearing requests for Licensing and Enforcement cases which includes determining timeliness of requests, compiling records, drafting acknowledgment letters, transmitting records to Attorney General’s Office.
  • Provide new hearing numbers when requests are received from Licensing Division.
  • Accurately log each case from inception to case closure, including dates of filings received / dates of service and the final case disposition.
  • Coordinate approvals by the Director of the Enforcement and Education Division for new administrative complaints.
  • Handle incoming mail: Understanding mail processes entails a comprehensive understanding of all types of notifications to ensure that event triggers are correctly handled and file integrity is maintained.
  • File maintenance: As cases move through the appeals process, it is necessary to track and follow cases from one agency to the next to make sure that all open cases are tracked accurately and a correct status of the case is maintained.
  • Maintain an attentive eye on all cases and organizing them to account for all past and upcoming appeal windows to ensure accuracy.
  • Reconciliation of case logs and records to ensure that all cases are on track with appropriate status at any given moment throughout the process.
  • Update databases and follow file closure procedures after orders are issued.
  • Archive cases once the retention schedule has been met.
  • Post Final Orders to LCB webpage utilizing website software.
  • Support the Board Adjudication Unit through all systems modernization project (SMP) efforts:
    • In coordination with supervisor, develop process enhancements to support adjudication program connectivity’s with the Office of Administrative Hearings, Office of Attorney General, and Appellants as well as development of a Participants Portal.
    • In coordination with supervisor, organize and continually refine current processes to optimize the program in preparation for the adjudicative proceedings program’s integration in the new systems solutions for SMP.
  • Fulfill Public Records Requests from our Public Records Office which consists of pulling physical files, copying these and ensuring they are checked in and out properly. In some cases, electronic records will need to be provided.
  • Assist appellants or their representatives with process-related questions they may have with their case(s).
  • Work with the Attorney General’s Office and Office of Administrative Hearings to address case-related inquiries and overall case management needs.
  • Capture and manage data and statistics for performance measures and data visualizations.
  • Develop innovative or refined ways to represent meaningful program data.
  • Using the developed analysis tools, look for ways to optimize workflows and processes that will streamline the work of the unit.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1:

Four (4) years of relevant professional experience performing general administrative work.

Option 2:

An Associate’s degree in business administration, public administration, law, public health, health administration, or related field.

AND

Two (2) years of relevant professional experience performing general administrative work.

Option 3: 

A Bachelor’s degree or above in business administration, public administration, law, public health, health administration, or related field.

Preferred/Desired Qualifications:

  • Experience working with administrative procedures within the state or another governmental agency.
  • Intermediate knowledge of Microsoft Office products, Adobe Acrobat Professional as well as LCB Legacy Systems.
  • Ability to draft, and finalize formal documents with a high degree of accuracy. This includes proofreading and editing written material, identifying and correcting errors in grammar, improving its clarity, composition, flow, organization, content, punctuation, and spelling.
  • Ability to quickly assess new rules or procedure changes, understand implications, assist in developing process enhancements through proper channels and implement them into current processes.
  • Ability to speak on behalf of the program confidently and accurately, representing the program in meetings and interactions with the public.
  • Ability to juggle multiple tasks at any given time and meet deadlines without sacrifice to quality. Be prompt and dependable in all interactions.
  • Strong ability to maintain confidentiality regarding work environment and caseload.
  • Strong ability to maintain appropriate interactions with agency staff, appellants and legal representatives during appeals processes.
  • Demonstrated history of being ethical, self-motivated, results-oriented and able to maintain effective working relationships.
  • Ability to maintain a professional, friendly demeanor while showing commitment to agency values and Board office.
  • Ability to gracefully accept performance feedback on an ongoing basis.
  • Ability to support and contribute to continuous quality improvement on a day-to-day basis.
