Ensuring the equipment procured and supported by DE&S on behalf of the Armed Forces is safe to use and environmentally sound is vital to our procurement process. The DE&S Quality, Safety and Environmental Protection (QSEP) group reports to the Director of Engineering and Safety, providing DE&S with policy, advice, guidance, tools and related assurance of high-level management systems.

We enable safety and environmental protection to be effectively and efficiently managed within DE&S, both for our own people and sites and for the users of the equipment we supply. We are looking for an Acquisition Safety Policy Manager who can help DE&S ensure it has the corporate-level policy, guidance and instructions needed to effectively discharge its system safety responsibilities.
A key part of this role is maintaining and developing the DE&S Project Oriented Safety Management System (POSMS), which provides DE&S Projects with the detailed guidance and procedures they must use in order to achieve compliance with overarching mandatory safety policy document.

As well as maintaining and developing the document, the successful candidate will be required to provide specialist support to the DE&S Safety Practitioner community on all aspects of POSMS compliance, ensuring it is applied correctly and consistently across all areas.

This role involves providing ongoing maintenance of the POSMS content for relevance and currency, identifying where improvements can be made, and providing advice to the wider organisation on its application.

Responsibilities

In your role as our Acquisition Safety Policy Manager, you will be:

• Developing an ongoing review programme of the POSMS website, including managing Subject Matter Expert involvement

• Initiating, presenting and drafting new content to ensure POSMS aligns with current industry practice, MoD policy and regulation

• Ensuring that feedback and direction from DE&S safety groups is applied and represented in POSMS where appropriate

• Managing the interface between POSMS and other DE&S/MoD safety guidance including Legislation, Departmental (MOD-level) safety policy, the DE&S Acquisition Safety & Environmental Management System (ASEMS), and other sources of on-line guidance, instructions and procedures

What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• Practitioner status in system safety management, ideally through MoD accredited programmes, or a willingness to undertake this within the first 12 months
• Practical experience of managing acquisition safety, including the implementation of POSMS techniques
• An excellent level of stakeholder management and communication skills at a senior level
• Practical experience of the implementation of safety management systems for products, services or systems, including safety management planning and safety case development and review.
• A working knowledge, understanding and experience of a range of safety tools and techniques, including impact screening, scoping and prioritisation alongside a high standard of professional writing competence

It would benefit your application should you be able to demonstrate the following desirable criteria:
• Experience of writing policy, procedures or guidance in an acquisition safety context
• A relevant engineering or science qualification at bachelors or postgraduate-level
• Professional registration with a relevant institution
