Lead Program Officer, Community Learning and Evaluation

Summary

The Wikimedia movement is committed to advancing our world by collecting knowledge that fully represents human diversity and by building the services and structures that enable others to do the same. The Wikimedia Foundation is seeking a Community Learning and Evaluation Program Officer to advance this commitment by creating a program for knowledge sharing and learning of international grantee partners. This is a new program to be created as part of the grant’s strategy alignment with the new WMF Strategic Direction. 

The Community Learning and Evaluation Program Officer will create the program working in collaboration with program officers and other departments in the Wikimedia Foundation to support the capacity development needs to support our growing community of  grantee partners. We are seeking someone who understands the capacity development needs of groups and individual volunteers who engage in the free knowledge movement and are at different stages of movement growth. 

Reporting to the Director of Community Investment, the successful applicant will bring a growth-mindset to the position and provide strategic design and evaluation of various learning and training modalities both online and in-person that will support the capacity and leadership development needs of our communities in different contexts, in every major geographical center around the world. 

Your primary responsibility will be to establish a learning program for the grantees. Additionally you will support the monitoring and evaluation work of the Community Resources Team. Through your experience designing and delivering adult-learning curriculums, courses and training in diverse, global settings, you must be able to employ a variety of design principles to ensure accessibility and relevance of content for a diverse range of learners from all over the world. We are seeking an individual who embraces the core principles of the Wikimedia movement, such as openness and collaboration and who will be an effective project manager, an advocate for open knowledge, and excited to support and grow all types of leaders at diverse stages of life and in diverse cultural contexts.

A significant track record in design that includes creating and facilitating impactful learning experiences for different geographies, cultures, languages and/or countries is crucial for success in this role. This role may be based anywhere and will require regular travel around the world when circumstances allow.

You are responsible for: 

  • Creating a program designed to strengthen mutual connections, shared learning, experimentation, innovation and leverage knowledge and resources between grantees.
  • Creating a learning program for grantees that supports knowledge sharing, skills development and peer support and ownership of the process.
  • Supporting program officers in the implementation of learning and evaluation framework including monitoring and measuring the technical and social impact of our distributed and wide ranging grantee activities, tapping into best practices from evaluation approaches such as equitable, participatory, developmental, collective impact, and empowerment evaluation.
  • Developing a learning plan for grantees to understand and use monitoring and evaluation methods tools into actions for iteration and improvement.
  • Collaborate across the Foundation departments working with the community to ensure coherency for the learning strategy and metrics for grantees.
  • Developing a cadence of regular, user-friendly reports for program leaders and staff to monitor their results and make strategic decisions.
  • Supporting the grantmaking team to report on their core metrics and respond to data queries as needed.
  • Contributing to an internal culture of learning and evidence-based decision-making among colleagues and program leaders.

We’d like you to have these skills: 

  • Requires a Bachelor’s + 8 yrs related work experience; or Master’s + 6 years related experience; or equivalent work experience.
  • Demonstrated capacity building, learning and monitoring design experience with a focus on online and in-person curriculum and learning tool design, ability to evolve content into impactful and accessible learning resources and experiences
  • Experience and skill with public speaking and facilitation, ease communicating and engaging with a variety of audiences 
  • Experience designing and working internationally within multilingual and multicultural contexts with wide networks of stakeholders and learners
  • Understanding of best practices for cultural/contextual inclusivity to ensure learning resources and experiences reflects multiple perspectives
  • Able to develop resources for various learning styles, accessibility needs
  • Ability to collaborate and engage in shared decision-making process with various stakeholders and internal/external teams
  • Quantitative data collection and analysis skills, especially with smaller sample sizes or non-parametric data.
  • Qualitative data collection and analysis skills, especially in mixed-method settings.
  • Experience creating graphs, charts, and tables that summarize the outcomes of a dataset in concise and thoughtful ways.
  • Experience identifying blockers and other issues throughout the process and able to participate in design and application of remediation strategies, including inclusive retrospectives and clear documentation as necessary
  • A strong level of written and spoken English, as well as the ability to communicate clearly with non-native English speakers. Non-native English speakers are encouraged to apply. Additional languages are a major plus, as is experience living or working in multiple cultures.
