The incumbent serves as the Maintenance Systems (MxSys) Program Management Office (PMO) Integration and Airworthiness Products Manager, Joint Strike Fighter Program Office (JPO), embedded in Lockheed Martin, Orlando, Florida, USA. The mission of the Maintenance Systems Program Office is to ensure the development, implementation and sustainment of an affordable information system environment to enable Autonomic Logistics for the war-fighter and maintainer. The MxSys PMO responsibility includes integration with U.S. Service, Partner, and Foreign Military Sales (FMS) specific information systems, Department of Defense (DoD) and other Command, Control, Communications, Computers and Intelligence (C4I) systems, technical data and computer resources areas. This includes software management and support, and development of an integrated technical data environment.

The MxSys PMO is responsible for the development and sustainment of the Autonomic Logistics Information System (ALIS) and the development of the system that will replace it, the F-35 Operational Data Integrated Network (ODIN). ALIS was developed in its entirety by Lockheed Martin. ODIN development will be led by the Government with joint government/industry teams. As such, the Government will be taking a much more active role in the oversight and coordination of ODIN development efforts, including embedding JPO US and foreign partner government personnel in the US government agencies and industry and product development teams.

This specific role resides within the Lightning Delivery Team (US) within the Combat Air Operating Centre (Air Domain). The Lightning Delivery Team has responsibility for the acquisition and support of the UKs F-35 Lightning II aircraft and associated mission, training and support systems. It has a combined civilian and military staff, covering Project Management, Engineering, Project Controls, Commercial, Logistics, Requirements and Corporate Services functions split across several operating sites; including MoD Abbey Wood, RAF Marham, and the Joint Program Office in Crystal City, Arlington, USA. The Team delivers its outputs through a range of industry contracts, direct Partnership in the F-35 Program, and via business agreements for the supply of Government Furnished Equipment (GFE) from other acquisition Project Teams.

Responsibilities

Main tasks include, but are not limited to:

• Identify and manage the risks associated with the integration of a highly complex 5th Generation Fighter Aircraft’s maintenance and logistic information system; interfacing directly with technical subject matter experts from across the JPO and industry.
• Coordinate with U.S. Services, DoD, and JSF Partner and FMS Countries on ALIS/ODIN software functions, including: safety, airworthiness and interoperability with existing government information systems.
• Advise on operational safety/airworthiness impacts of ALIS/ODIN across the pillars of Hardware Software Development, Sustainment and Operational (DevSecOps), current ALIS and ODIN Future DevSecOps Delivery.
• Provide on-site government oversight, management and prioritization of Lockheed Martin development and integration activities in Orlando, FL, ensuring compliance with Partner/Service/FMS airworthiness processes.
• Review ALIS/ODIN data integration problems; directing and advising on effective and executable courses of action to resolve.
• Identify ALIS/ODIN system airworthiness and safety requirements; addressing shortfalls and providing appropriate mitigations as required.
• Provide technical advice in ALIS/ODIN test planning and execution for all hardware and software deliveries.

Essential Qualifications and Experience:

• Qualified to specified degree level or has the equivalent practitioner experience in systems, electronic, information systems and aeronautical engineering.
• Knowledge and experience in engineering, maintenance and logistics relating to military aircraft operations in a joint or multi-national environment.
• Knowledge and experience in the theory, concepts, principles, and practices of C4I capability management.
• Ability to prepare and present succinct and informative oral and written presentations in diverse forums.
• Must be comfortable working with multi-national and multi-service C4I, aeronautical and commercial audiences.
• Able to travel nationally and internationally up to 50% of the time.
• Knowledge and experience of UK and US DoD Airworthiness regulations and Air Safety and Airworthiness processes.
• Recent experience of software development in a joint military air environment and its relationship with Airworthiness processes and policy.
• Be able to demonstrate Leadership at a senior level in a project environment and demonstrate motivations and behaviours aligned to DE&S Ways of Working.
• Security – The level of security needed is Developed Vetting (DV), with an ability to hold additional clearances in the US. Candidate must be a sole UK national.

Desirable Qualifications and Experience:

• Expert knowledge of logistics C4I within the DoD/MOD and able to convey requirements to multi-service and multi-national partners.
• Knowledge of logistics C4I within the US Department of Defense (DoD) and Ministry of Defense (MOD).
• Knowledge of the principles, policies, and practices of system acquisition and project management of a US Acquisition Category (ACAT) 1 level program.
• 3+ years of current ALIS/ODIN and JPO experience.
• Leadership experience in implementing safety related information systems.
• Project management knowledge and experience with the development, implementation and sustainment of a global, multi-tier information systems.
• Experience of working in DE&S. Candidates who have an established network of key program stakeholders and can demonstrate previous success in network development and stakeholder management.
