Full-Time Chief of Party

ABOUT THE OPPORTUNITY

Internews is seeking a Chief of Party candidate for the USAID Civil Society and Media – Strengthened Together and Advancing in New Directions – STAND (CSM-STAND) program, which has an operational focus in two regions: Africa and the Middle East and North Africa (MENA). The goal of CSM-STAND is to strengthen local, regional, and cross-regional approaches to foster independent civic forces, enhance civic engagement, and build vibrant, resilient, and self-reliant civil society and media sectors. The Chief of Party will provide strategic guidance and leadership for Internews’ program; coordinate technical and professional capacity building assistance to media and civil society partners and beneficiaries, ensure proper oversight of program personnel, sub-grants, financial management and administration policies; and coordinate with other media and civil society stakeholders in the target regions to ensure that Internews leverages other resources, avoids duplication and complements other media and civil society development initiatives. The Chief of Party will be expected to interact regularly with a diverse range of actors such as program staff, USAID/DRG staff, USAID Mission staff, civil society organizations, independent media organizations, private sector actors, other donors, and all program stakeholders and beneficiaries.

LOGISTICS

Due to the COVID-19 pandemic, all Internews’ Headquarters offices are currently closed, and until the situation meaningfully changes, staff are working remotely . Ultimately, this position may be based in either our Washington, D.C. headquarters office, in one of Internews’ Middle East and North Africa (MENA) or Africa offices, or remotely within the Africa and MENA regions.

Wherever possible, we work to try to find solutions for international hiring that work for both the company and the candidate. This means that some of the particulars around the offer for a role will depend on several factors, and that the benefits and salary structure that apply to a position will ultimately be based upon the candidate’s location and where the role is hired. We will also consider remote applicants; however, you must have work authorization in your location that does not require sponsorship from Internews. Additionally, there are locations in which Internews is not able to support fully remote work.

NOTE – hiring this position is based upon Internews receiving the USAID CSM-STAND funding.

KEY RESPONSIBILITIES include the following:

  • Provide leadership, management, representational and operational oversight for the CSM-STAND Leader Award, as well as Associate Award programs in the target regions;
  • Provide oversight and work closely with Internews’ Monitoring Evaluation, and Learning team to ensure that activities are meeting their goals and targets and that key impact data and lessons learned are captured and shared with the broader Democracy, Rights and Governance community;
  • Cultivate and strengthen relationships with regional and local partner organizations, ensuring their participation in co-creation so that the Leader Award and Associate Awards represent the input and needs of partners and beneficiaries and that regional and local partners are positioned to assume ownership/lead programming over the life of the award;
  • Track and report project progress and activities monthly against work plans;
  • Oversee program monitoring and evaluation to ensure effective implementation and to measure the impact of activities;
  • Maintain a thorough knowledge of the issues, including challenges and opportunities, affecting independent media and civil society in the target regions;
  • Ensure the project is in compliance with all grant, subgrant, and cooperative agreement rules, requirements and regulations as well as with Internews’ internal policies and procedures;
  • Serve as the primary budget authority over the project, responsible for ensuring all costs charged to the project are allowable, reasonable, and correctly allocated;
  • Provide management and oversight of daily operations of Internews’ program in the region;
  • Accept fiduciary responsibility for all funds advanced for the purpose of the project;
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws;
  • Carry out management responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing working; addressing complaints and resolving problems;
  • In all duties, an understanding of and demonstrated commitment to upholding Internews’ Core Values.

SUPERVISORY RESPONSIBILITIES

Manage and oversee all CSM-STAND Africa and MENA program staff and provide oversight and guidance to Associate Award leadership. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing working; appraising performance; addressing complaints and resolving problems.

QUALIFICATIONS WE’RE LOOKING FOR

  • Master’s degree in social sciences, community development, media and communications, cybersecurity, business, international development or other related field.
  • Ten (10) years of related work experience in managing donor-supported programming in relevant areas of democracy, human rights, and/or governance, with substantial experience in the field of civil society and independent media.
  • Demonstrated experience working with and empowering local partners and traditionally marginalized groups.
  • Demonstrated record of achieving results through:
    • developing and leading sustainable efforts involving local and regional organizations and actors;
    • designing innovative programmatic approaches to solve complex development problems;
    • applied and iterative technical learning; and
    • mainstreaming of diversity and inclusion considerations into technical and operational project management.
  • English proficiency is required, French and/or Arabic an asset.
  • Strong oral and written communication skills.
  • Previous senior-level management experience, including significant staff, financial and administrative oversight.
  • Strong interpersonal, management, problem-solving and communication skills.
  • Field and/or management experience in at least one of the target regions.
