Director, Program Support

Full-time, temporary position (12 months) – Toronto, ON

EDC’s Program Support Section helps advance the Division’s objectives by developing policies and strategies, promoting and marketing divisional programs and events, securing sponsorship dollars, supporting analytic and data needs, and providing economic data to the public, as well as providing administrative support, including financial planning and budget coordination. Reporting to the General Manager, Economic Development & Culture, you’ll provide Division-wide program support services – finance, marketing, communications, policy, research, information technology and sponsorship – in order to meet the Division’s service priorities, strategic goals and objectives through direct service delivery, consultancy, internal control and compliance activities.

As Director of Program Support, you’ll leverage your history of successful senior management experience as you provide strong leadership for a multifaceted portfolio, delivering high-level programs and customer services across a wide variety of services. You’ll also guide the continuous improvement of sectional performance through analysis and the development and implementation of sound management practices and procedures, and by providing program management staff with the direction, guidance, tools and processes they need to increase efficiencies and improve the effectiveness of Section services.

Strategic orientation, continuous improvement and change

Both a strategic and a lateral thinker with a track record of initiating, leading and implementing proactive, progressive change to collaboratively redesign and implement business processes, policies and strategies to facilitate improvements within critical timeframes, you’ll develop, design and implement functional policies and programs that make major changes in overall business performance based on long-term needs. The Division and the City will rely on you to develop annual work plans and long-term visioning exercises, and implement change management and performance management processes, including program reviews, service improvements, benchmarking, best practices, performance measurement, and more.

Engaging leadership, team building and accountability

This directorship implies all typical managerial accountabilities, as you’ll be leading and motivating a diverse workforce, ensuring effective teamwork, and high standards of work quality and organizational performance, resolving sensitive labour relations issues, and promoting continuous learning and innovation. In addition, you’ll develop the Section’s annual operating budget and grant program, and ensure that expenditures are controlled within approved budget limitations and revenues are managed within Council-set guidelines, including the development and implementation of revenue-generating programs such as grants, sponsorships and fees.

Customer focus and collaborative partnerships in a diverse environment

As an innovative, results-oriented leader with highly developed human relations skills, you’ll demonstrate a commitment to organizational values and principles, and develop effective working relationships and partnerships with all internal and external stakeholders. You’re a confident, persuasive communicator both orally and in writing, comfortable liaising at all levels of the organization, with various political levels and the community at large.

Key Role Requirements

With a history of successful senior management experience in any of the core functional areas, and a post-secondary education in a discipline pertinent to the job function or an equivalent combination of education and experience, you’re well prepared for the responsibilities and opportunities offered by this impactful leadership role.

Your professional profile includes extensive experience related to an administration and support portfolio, with a record of accomplishments demonstrating your commitment to diversity, equity, accessibility, and inclusion, innovation and results-oriented leadership, fiscal accountability, a strong customer service orientation, and the ability to promote and foster teamwork, as well as managing expectations from multiple organizational locations. Experience with financial reporting processes, including budget control, forecasting and interpreting financial reports, will further solidify your success as Director.

Recognized as a skilled people manager and team builder, adept at achieving results in both unionized and non-unionized environments, you bring significant experience in handling labour and public relations issues, work that requires familiarity with municipal governance policies, issues, all relevant legislation, municipal programs and services.

At the same time, you have extensive experience in leading complex assignments – from inception through to implementation – while balancing political, community and other stakeholder interests, and in managing within a large organization, with specific expertise in formulating and implementing policy development, research, and project and issues management.

Salary Range: $149,331.00 – $175,466.20 per annum
